现代农业视角下兰州百合产业发展现状及对策研究

【摘要】：现代农业是农业发展的最新阶段,具有要素投入集约化、资源配置市场化、生产手段科技化、产业经营一体化等特征,是农业产业发展的方向和趋势。兰州百合产业是兰州市农业特色产业,具有鲜明的区域特色、优良的产品品质、突出的带动作用和巨大的发展潜力。但不同于工业产业,农业产业培育周期长、收益见效慢,需要政府长期予以扶持,并配套公共服务。因此,将兰州百合产业作为公共管理问题研究,在现代农业视角下审视兰州百合产业发展现状,分析存在的问题,提出推动兰州百合产业现代化发展的思路和建议措施,具有重要的现实意义和指导意义。首先,本文通过文献研究,分别查阅现代农业和特色农业产业方面国内外研究现状,概括了农业、现代农业、农业现代化、特色农业等方面的概念,掌握了传统农业改造理论、农业区位理论、农业产业化理论、农业产业链理论、农业比较优势理论等农业发展方面的理论知识,为在现代农业视角下研究兰州百合产业打牢了理论基础。其次,通过资料查阅和走访调研,深入了解了兰州农情和兰州百合产业发展历程,从自然条件、品种品质、产业基础、品牌建设、经济价值等方面归纳了兰州百合产业特点,初步梳理了产业谋划站位不高、技术研发投入不足、百合产品不够丰富、一二三产融合不深、协作机制尚未形成、行业标准缺乏统一等存在的主要问题,为下一步运用分析方法创造了条件。再次,运用SWOT战略分析法,提出了兰州百合产业自然条件、市场需求、政府扶持、生产技术、百合品质、产品种类和文化内涵等方面的优势,基础设施、发展后劲、品种质量、产业理念、研发能力、行业标准、推介力度等方面的劣势,“一带一路”战略、国家惠农政策、互联网+农业、消费理念更新等方面的机遇,以及同类产品竞争、生态环境破坏、青年农民不足、市场价格波动等方面威胁,形成了SWOT战略矩阵,提出了相应SO、ST、WO、WT战略。最后,结合兰州市农业实际提出了兰州百合产业发展思路,明确了发展原则、发展定位和发展重点,在此基础上提出了健全良种繁育体系、培育百合优良种球,建设高标准基地、提升标准化水平,发展精深加工、延伸产业链条,发展百合新型业态、打造旅游观光产业,建立现代经营体系、带动产业转型发展,强化设计宣传、打造优质名牌等6个方面24条措施建议。
[Abstract]:Modern agriculture is the latest stage of agricultural development, which has the characteristics of intensive input of elements, marketization of resource allocation, scientific and technological means of production, integration of industrial management, and so on, which is the direction and trend of agricultural industry development. Lanzhou lily industry is an agricultural characteristic industry of Lanzhou city. It has distinct regional characteristics, excellent product quality, outstanding driving effect and great development potential. However, different from industrial industry, agricultural industry has long cultivation cycle and slow benefit, which needs government support for a long time and supporting public services. Therefore, taking the lily industry of Lanzhou as a public management problem, this paper examines the present situation of the development of the lily industry in Lanzhou from the perspective of modern agriculture, analyzes the existing problems, and puts forward some ideas and suggestions for promoting the modernization of the lily industry in Lanzhou. It has important practical significance and guiding significance. First of all, through the literature research, this paper reviews the domestic and foreign research status of modern agriculture and characteristic agricultural industry, summarizes the concepts of agriculture, modern agriculture, agricultural modernization, characteristic agriculture and so on, and grasps the theory of traditional agricultural transformation. Agricultural location theory, agricultural industrialization theory, agricultural industrial chain theory, agricultural comparative advantage theory and other theoretical knowledge of agricultural development, laid a solid theoretical foundation for the study of Lanzhou lily industry from the perspective of modern agriculture. Secondly, through the data reference and the visit investigation, has deeply understood the Lanzhou agriculture situation and the Lanzhou lily industry development process, has summed up the Lanzhou lily industry characteristic from the natural condition, the variety quality, the industry foundation, the brand construction, the economic value and so on. It preliminarily combed the main problems such as low industrial planning station, insufficient investment in technology research and development, insufficient abundance of lily products, not deep integration of one, two, three industries, no cooperation mechanism, and lack of uniformity of industry standards, etc. For the next use of analytical methods to create the conditions. Thirdly, by using SWOT strategic analysis method, the author puts forward the advantages, infrastructure, development stamina, variety quality of Lanzhou lily industry in terms of natural conditions, market demand, government support, production technology, lily quality, product types and cultural connotations, etc. Industry concept, R & D capability, industry standard, promotion strength and so on, Belt and Road strategy, national agricultural policy, Internet agriculture, consumption concept renewal, etc., as well as the competition of similar products, The SWOT strategy matrix is formed due to the ecological environment destruction, the shortage of young farmers and the fluctuation of market price, and the corresponding SOSTT WO WO WT strategy is put forward. Finally, based on the actual situation of Lanzhou City, the author puts forward the idea of the development of Lanzhou lily industry, clarifies the development principle, the development orientation and the development emphases. On the basis of this, the author puts forward a sound breeding system of the improved variety and cultivates the lily fine seed ball. To build a high standard base, to raise the level of standardization, to develop deep processing, to extend the industrial chain, to develop a new type of lily industry, to create a tourist and sightseeing industry, to establish a modern management system, to promote the transformation and development of the industry, and to strengthen the design and publicity, Building high-quality brand and other 6 aspects of 24 measures.
