广西战略性新兴产业发展现状及对策研究

【摘要】：当前已进入后金融危机时代,西方发达国家纷纷将促进科技发展和提升科技创新能力作为国家优先战略,开始大力培育一批新兴产业。我国为抢占新一轮产业竞争的制高点,提出大力发展七个战略性新兴产业,相继出台了一系列鼓励战略性新兴产业发展的政策措施,各省(市、自治区)也纷纷制定本地重点发展的战略性新兴产业和扶持政策。广西作为一个后发展、欠发达地区,要实现跨越式发展,就不能局限于现有传统产业,应大力发展战略性新兴产业。2011年广西出台《广西壮族自治区人民政府关于加快培育发展战略性新兴产业的意见》,为广西战略性新兴产业的发展注入强大的动力。本文广泛借鉴了技术经济学、区域经济学、产业经济学、计量经济学、管理学和系统科学等学科的理论和方法,综合运用了多种研究方法。首先系统梳理了战略性新兴产业的研究现状,并简要介绍了战略性新兴产业相关的概念和主要特征,为后续实证研究奠定了基础。其次是对国内外发展战略性新兴产业进行比较,分析了西方发达国家发展战略性新兴产业的经验,进而研究了国内发达地区发展战略性新兴产业的经验,为广西发展战略性新兴产业提供借鉴。第三是对广西战略性新兴产业进行SWOT分析。广西战略性新兴产业发展的现状,概括了当前广西战略性新兴产业的主要特征,进而对其进行SWOT分析,明确了广西战略性新兴产业发展的内部优势和劣势,了解了外部的机会和威胁,为广西战略性新兴产业的发展战略奠定基础。第四是广西培育发展战略性新兴产业的政策建议。针对前文战略性新兴产业SWOT分析的结果,提出广西培育发展战略性新兴产业的政策建议。
[Abstract]:At present, the western developed countries have taken the promotion of science and technology development and the ability of science and technology innovation as the national priority strategy, and began to cultivate a number of new industries. In order to seize the commanding point of a new round of industrial competition, China has proposed to vigorously develop seven strategic emerging industries, and has successively introduced a series of policies and measures to encourage the development of strategic emerging industries. This paper draws lessons from the theories and methods of technical economics, regional economics, industrial economics, econometrics, management and systems science, and makes comprehensive use of various research methods. Firstly, this paper systematically reviews the research status of strategic emerging industries, and briefly introduces the related concepts and main characteristics of strategic emerging industries, which lays a foundation for further empirical research. Secondly, it compares the development of strategic emerging industries at home and abroad, analyzes the experiences of western developed countries in developing strategic emerging industries, and then studies the experiences of developing strategic emerging industries in developed areas in China. For Guangxi to develop strategic emerging industries to provide reference. The third is the SWOT analysis of Guangxi strategic emerging industries. This paper summarizes the main characteristics of Guangxi's strategic emerging industries, analyzes them by SWOT, and clarifies the internal advantages and disadvantages of Guangxi's strategic emerging industries. Fourth, Guangxi cultivation and development of strategic emerging industries policy recommendations. Based on the results of SWOT analysis of strategic emerging industries, the paper puts forward some policy suggestions on cultivating and developing strategic emerging industries in Guangxi.
