我国中部地区绿色食品产业发展的省际性差异分析

【摘要】：绿色食品产业作为从农业中衍生出来的的新新朝阳产业,其发展程度在可以较为准确地反映一个地区农业产业结构情况与经济的总体发展水平。当前,绿色食品产业在我国发展迅猛,势头强劲。但由于相关产业支持缺位、政府支持不足等等原因仍然使其状况不能很好地符合我国目前的经济发展的要求,我国还有很多绿色食品产业发展问题,例如不能很好的根据市场调节生产,导致的种植结构不合理、生产效率低下资源浪费严重等。绿色食品行业的极速前进吸引了相关专业人士从多方面对其产生的问题、发展的战略和模式等进行了深入的探究,可是需要从区域实证探究的角度挖掘出我国绿色食品发展的内在一致性特征,并进行系统化规范化分析的文献却很稀少。所以,系统评价地区绿色食品产业发展差异性,进而根据地区发展特色,提出其政策调整意见,为推动绿色食品产业的发展以及优化升级具有重大的理论和现实意义。加快绿色食品产业的发展速度,这不仅仅是转变农业经济增长方式的重要内容,也是衡量一个地区农民生活、增强农业综合生产能力的指标之一。自古以来,我国中部六省在农业生产方面占据了条件和自然资源优势,素来是我国主要农产品的重要产出地。中部六省在我国既是全国“三农”问题最明显的省份,也是推进农业产业发展工业化的重点省份、市场需求后劲十足省份,在新时期我国区域发展中处于至关重要的甚至可以说是基础性地位。本文在借鉴可持续发展理论、比较优势理论和竞争优势理论、产业集群理论等相关理论的基础上,采取定性与定量探究相联合的形式,形成我国中部地区绿色食品产业发展的系统研习体系,基于主成分分析方法,对我国中部六省绿色食品产业发展程度进行评价,并比较不同省份绿色食品产业发展影响程度的差异。分析我国中部地区绿色食品产业发展的省际性差异,以已有的关于绿色食品产业发展的研究为经验借鉴,将影响绿色食品产业发展的人均GDP、人均可支配收入、人均作物种植面积、人均果园生产面积、人均水产品养殖面积、绿色食品龙头企业(含国家级与省级)占绿色食品企业的比重、绿色食品龙头企业的绿色食品个数占绿色食品总个数的比重、农林牧渔业增加值、农业机械拥有量、各地区财政支出中的“农、林、水事务”项目、农民受教育程度、国家现代农业示范区绿色食品产量以及农村固定资产投入这十三个因素纳入研究范围,探究了影响中部地区绿色食品产业发展的原因,接着对中部地区绿色食品产业发展水平开展评价,最后揭示影响地区绿色食品产业发展的条件因素,提出具有针对性的政策建议。希望可以为中部地区绿色食品产业发展提供政策参考和现实发展依据。
[Abstract]:Green food industry, as a new and new sunrise industry derived from agriculture, can accurately reflect the situation of agricultural industrial structure and the overall level of economic development in a region. At present, the green food industry develops rapidly in our country, the momentum is strong. However, due to the lack of support for related industries and insufficient government support, the situation still does not meet the requirements of China's current economic development. There are still many problems in the development of the green food industry in China. For example, the production can not be adjusted according to the market well, resulting in unreasonable planting structure, inefficient production and serious waste of resources and so on. The rapid progress of the green food industry has attracted relevant professionals to explore the problems, development strategies and models of the green food industry from many aspects. However, there are few documents that need to dig out the internal consistency characteristics of green food development from the perspective of regional empirical research, and carry out systematic and standardized analysis. Therefore, it is of great theoretical and practical significance to systematically evaluate the differences of regional green food industry development, and then put forward the policy adjustment suggestions according to the characteristics of regional development, in order to promote the development of green food industry and to optimize and upgrade the green food industry. Speeding up the development of green food industry is not only an important part of changing the mode of agricultural economic growth, but also one of the indicators to measure the living of farmers in a region and strengthen the comprehensive agricultural production capacity. Since ancient times, six provinces in central China have occupied the advantages of agricultural production and natural resources, and have always been the main agricultural products of our country. The six central provinces in China are not only the most obvious provinces with the "three rural" problems in China, but also the key provinces in promoting the industrialization of the agricultural industry. The provinces with strong market demand are full of stamina. In the new era, China's regional development in the crucial position can be said to be the basic position. Based on the theory of sustainable development, comparative advantage theory, competitive advantage theory and industrial cluster theory, this paper adopts the combination of qualitative and quantitative inquiry. To form a systematic study system for the development of green food industry in central China. Based on the principal component analysis method, this paper evaluates the development degree of green food industry in six provinces of central China. And compare the influence degree of green food industry development in different provinces. This paper analyzes the inter-provincial differences in the development of green food industry in the central region of China, and draws lessons from the existing research on the development of green food industry, which will affect the per capita GDP, disposable income of the development of green food industry. Per capita crop planting area, per capita orchard production area, per capita aquaculture area, proportion of leading green food enterprises (including national and provincial level) in green food enterprises, The proportion of the number of green foods in the total number of green food products in leading enterprises of green food, the added value of agriculture, forestry, animal husbandry and fishery industry, the ownership of agricultural machinery, the items of "agriculture, forestry and water affairs" in the financial expenditure of various regions, and the education level of farmers, The 13 factors of green food production and rural fixed assets investment in the national modern agricultural demonstration area are brought into the scope of the study, and the reasons that affect the development of green food industry in the central region are explored. Then it evaluates the development level of green food industry in the central region, and finally reveals the factors affecting the development of green food industry in central China, and puts forward some relevant policy suggestions. It is hoped that it can provide policy reference and realistic basis for the development of green food industry in the central region.
