长春吉林两市产业一体化发展研究

【摘要】：自国家提出“长吉图开发开放战略”以来,作为腹地支撑的长春市和吉林市形成“长吉一体化”的呼声也日益高涨。长吉两市在吉林省内经济总量很高,工业地位较为突出,两市地理区位特殊、产业平台的搭建有相似性、产业融合性与互补性强、基础设施建设较为完备、公共服务能力不断增强,本文就是要通过理论和数据分析两市产业一体化的深入实施,为长吉产业一体化更好的发展提出意见和建议。长吉两市产业一体化是“长吉一体化”的核心,重点是建立长吉产业带,形成经济上的密切联系。立足产业一体化发展内涵,结合区域发展实际,本文共分五大部分来阐述与分析:第一章绪论,分析了一些学者对区域经济一体化理论的研究成果与实践。通过给出国家在政策上对东北老工业基地振兴的引导与支持,图们江区域合作开发规划的引领,省政府在图们江区域合作开发规划的引领,省委“长吉一体化”的微观指导,这四点原因分析了文章的选题背景。通过理论和实践两个方面分析选题意义,通过国内外学者的研究成果来阐述研究现状。第二章从理论上探讨了产业一体化与产业结构调整、布局之间的关系,研究国内外学者在理论研究层面对区域经济、产业结构、产业空间布局、区域一体化等相关领域的见解,为文章运用产业一体化理论分析产业结构整合、融合、布局和调整奠定了理论基础。第三章通过查询资料、分析数据、实地探查等方式考察长吉两市产业结构,对长吉两市产业发展概述、经济情况概述、重点产业分布状况进行分析,探求长吉两市产业发展过程中存在的问题及产生的原因。第四章通过分析长吉两市密切的经济联系,国家和吉林省相关政策的支撑,以及交通与区位优势、产业基础优势、科技与人才优势、自然环境优势等因素,探析两市产业一体化实现的可行性。第五章对于影响两市一体化发展的种种不利因素和问题,提出具有针对性的应对思路并给予解决的对策和建议。长吉两市产业一体化进程的大幕已经展开,长吉产业一体化不仅推动了长吉两市经济的发展,同时也为区域经济的协调发展与长吉图开发战略的稳步推进发挥着建设性作用。
[Abstract]:Since the country put forward the "Chang-Jitu development and opening strategy", Changchun and Jilin, which are the hinterland support, have become "Chang-ji integration" increasingly. The two cities have a high economic volume and a prominent industrial position in Jilin Province. The two cities have special geographical location, similar industrial platforms, strong industrial integration and complementarity, and relatively complete infrastructure construction. The capacity of public service has been strengthened continuously. This paper aims to put forward suggestions and suggestions for the better development of the industrial integration of Changji through theoretical and data analysis of the further implementation of the industrial integration of the two cities. The industrial integration between Changji and Jilin is the core of "Changji integration", which focuses on the establishment of Changji industrial belt and the formation of close economic ties. Based on the connotation of industrial integration and the reality of regional development, this paper is divided into five parts to elaborate and analyze: the first chapter is introduction, and analyzes some scholars' research results and practice of regional economic integration theory. Through giving the guidance and support of the national policy to the revitalization of the old industrial base in Northeast China, the guidance of the Tumen River regional cooperative development plan, the guidance of the provincial government in the Tumen River regional cooperative development planning, and the micro guidance of the provincial party committee's "Changji integration", These four reasons analyze the background of this article. Through the theoretical and practical analysis of the significance of the topic, through the research results of domestic and foreign scholars to elaborate the status of research. The second chapter theoretically discusses the relationship between industrial integration and industrial structure adjustment and layout, and studies the views of domestic and foreign scholars on regional economy, industrial structure, industrial spatial layout, regional integration and other related fields. It lays a theoretical foundation for the analysis of industrial structure integration, layout and adjustment by means of industrial integration theory. The third chapter investigates the industrial structure of Changji and Jilin by means of inquiry data, data analysis and field investigation, and analyzes the industrial development, economic situation and distribution of key industries in the two cities. The paper explores the problems and causes in the process of industrial development of the two cities. The fourth chapter analyzes the close economic links between the two cities, the support of the relevant policies of the state and Jilin Province, as well as the advantages of transportation and location, industrial foundation, science and technology and talent, natural environment, and so on. To explore the feasibility of the realization of industrial integration between the two cities. In the fifth chapter, some countermeasures and suggestions are put forward to deal with the unfavorable factors and problems that affect the development of the integration of the two cities. The process of industry integration between the two cities has been launched. The integration of industry has not only promoted the economic development of the two cities, but also played a constructive role in the coordinated development of regional economy and the steady promotion of the development strategy of Changji-tu.
