鄂尔多斯煤炭产业发展战略研究

【摘要】：中国能源的特点是富煤、贫油、少气。长期以来,煤炭在中国能源结构中占有绝对优势,在一次能源生产和消费结构的比例都在70%左右。本世纪前二十年,是中国经济保持较快发展的重要战略机遇期,能源需求有较大幅度的增长,以煤为主的能源消费结构不会改变。鄂尔多斯市是我国少有的资源富集区,煤炭资源探明储量占内蒙古自治区的1/2,占全国的1/6。鉴于鄂尔多斯市煤炭资源在全国能源结构中的突出位置和现有煤炭产业基础,尽快将鄂尔多斯市建设成为国家重要的能源重化工基地,对于加快鄂尔多斯市自身发展、推进西部大开发、促进区域协调发展、为东部地区保持长期快速发展提供强大的能源支持具有重要意义。 文章在综合分析鄂尔多斯市煤炭产业发展现状、存在问题和面临市场环境的基础上,根据经济增长和能源需求形势,提出了鄂尔多斯市煤炭产业发展思路和发展战略：坚持“煤炭资源采出率最大化、煤炭综合利用率最大化和经济效益最大化”的原则,以煤炭洁净利用为核心,以促进煤炭就地加工转化为重点,以提高技术装备和煤炭综合利用水平为主攻方向,大力实施煤炭洗、选、配、运,煤电一体化,煤炭重化工,循环煤炭工业,煤炭企业集团化“五大”战略,着力提升鄂尔多斯市煤炭产业层次和运行质量,扩大煤炭产业发展规模,实现煤炭产业的可持续、快速发展,努力将鄂尔多斯市建成国家重要的能源重化工基地。
[Abstract]:China's energy is characterized by rich coal, lean oil, and less gas. For a long time, coal has an absolute advantage in China's energy structure, and the proportion of primary energy production and consumption structure is about 70%. The first two decades of this century are an important strategic opportunity period for China's economy to maintain rapid development. The energy demand has increased by a large margin, and the energy consumption structure based on coal will not change. Ordos City is one of the rare rich areas in China. The proven reserves of coal resources account for 1 / 2 of Inner Mongolia Autonomous region and 1 / 6 of the whole country. In view of the prominent position of the coal resources in the national energy structure and the existing coal industry foundation in Ordos City, the construction of Ordos City as an important national energy and chemical industry base as soon as possible will accelerate the development of Ordos City itself. It is of great significance to promote the development of the western region, to promote the coordinated development of the region, and to provide strong energy support for the long term and rapid development of the eastern region. Based on the comprehensive analysis of the present situation, existing problems and market environment of the coal industry in Ordos, the paper analyzes the situation of economic growth and energy demand. This paper puts forward the development thinking and development strategy of the coal industry in Ordos city: adhering to the principle of "maximization of coal recovery rate, maximization of comprehensive utilization ratio of coal and maximization of economic benefit", with clean utilization of coal as the core. Focusing on promoting the local processing and transformation of coal, taking improving the level of technical equipment and comprehensive utilization of coal as the main attack direction, vigorously implementing coal washing, sorting, distribution, transportation, integration of coal and electricity, coal heavy chemical industry, and circulating coal industry, The "five big" strategy of grouping coal enterprises, focusing on upgrading the level and operation quality of the coal industry in Ordos, expanding the scale of the development of the coal industry, realizing the sustainable and rapid development of the coal industry, Efforts will be made to Ordos City to build the country's important energy heavy chemical base.
