辽宁省产业结构与人才结构的适配度研究

【摘要】:经济发展的客观规律要求区域产业结构升级与区域人才结构优化能够协调发展。为了研究辽宁省产业结构与人才结构的协调适配程度,基于协同学中复合系统的理论基础,将产业结构和人才结构视为经济子系统的两个简单系统,通过建立功效函数——建立适配度函数——确定评价指标权重——适配度等级划分——确定适配度的方法,对辽宁省14个市2000—2014年的数据进行量化计算。从人才结构投入—生成—配置—效用环节和总协调度的研究发现,辽宁省产业结构与人才结构整体处于弱度协调的级别,其中大连市、沈阳市与辽宁省整体级别一样,其余12个城市处于弱度失调的等级。指标显示辽宁省的人才结构投入和生成环节对辽宁省总协调度具有明显的拉动作用,因此人才配置和人才效用环节能够优化,人才结构推动产业结构发展的作用得以发挥。
[Abstract]:The objective law of economic development requires the coordinated development of regional industrial structure upgrading and regional talent structure optimization. In order to study the degree of coordination and adaptation between industrial structure and talent structure in Liaoning Province, based on the theoretical basis of the complex system among Synergetics, the industrial structure and the talent structure are regarded as two simple systems of the economic subsystem. By establishing the efficacy function, establishing the fitness function, determining the weight of the evaluation index, determining the fitness grade and determining the fitness degree, the data of 14 cities in Liaoning Province from 2000 to 2014 are calculated quantitatively. From the study of input, generation-allocation, utility and total coordination of talent structure, it is found that the industrial structure and talent structure of Liaoning Province are at the level of weak coordination, among which Dalian City, Shenyang City and Liaoning Province have the same overall level. The remaining 12 cities are on a weak grade. The index shows that the input and generation of talent structure in Liaoning Province has a significant pulling effect on the overall coordination degree of Liaoning Province, so talent allocation and talent utility can be optimized, and the role of talent structure in promoting the development of industrial structure can be brought into play.
