产业融合发展、农产品供需结构与农业供给侧改革

【摘要】：农产品价格保护制度下,产业融合不畅会导致产业间关联效应发挥受限和农产品"供需反馈"机制瓦解,这是农产品供需结构性矛盾出现的重要原因。从国际和我国省际的产业融合指数测度结果来看,我国工农产业融合指数相对较高,包括机械、化肥等中间投入品对农业生产有较强的正向促进作用,是农业生产力提升的重要推手,而服务业与农业融合度偏低,但服务业中间投入品产出弹性提升较快,是提高农业生产效益的重要动能。因此,产业融合发展是转变农业增长方式,满足社会农产品消费需求的关键,现阶段农业发展需以提升农业的综合效益与国际竞争力为导向,以工业与服务业延伸农业产业链、以生产要素融合及发展理念契合等为路径,以创新农业经营体系、健全农业社会化服务体系为纽带,寻求推动我国农业供给侧结构性改革的新突破。
[Abstract]:Under the agricultural product price protection system, the poor integration of industries will lead to the restriction of the inter-industry correlation effect and the collapse of the "supply and demand feedback" mechanism of agricultural products, which is an important reason for the structural contradiction between supply and demand of agricultural products. Judging from the measurement results of the industrial convergence index between the international and provincial provinces, China's industrial and agricultural integration index is relatively high, including machinery, chemical fertilizers and other intermediate inputs, which have a strong positive role in promoting agricultural production. It is an important driving force for the improvement of agricultural productivity, but the degree of integration between service industry and agriculture is low, but the elasticity of output of intermediate inputs in service industry increases rapidly, which is an important kinetic energy to improve the efficiency of agricultural production. Therefore, the development of industrial convergence is the key to changing the mode of agricultural growth and meeting the consumption demand of social agricultural products. At the present stage, agricultural development should be guided by the promotion of the comprehensive benefits and international competitiveness of agriculture, and the extension of the agricultural industrial chain should be made by industry and service industries. Taking the integration of production factors and the agreement of development ideas as the path and innovating the agricultural management system and perfecting the agricultural socialized service system as the link, this paper seeks to promote the new breakthrough of the agricultural supply-side structural reform in our country.
