基于IPAT模型的中国产业集聚与环境污染关系研究

【摘要】:全球经济一体化和日益加剧的国际竞争力影响下,产业集聚已经成为一种世界性的经济现象,特色集聚区也因此伴随而生。产业集聚能够形成规模经济,带来资本溢出、技术溢出和知识溢出效应,推动着地区经济的快速发展。产业集聚在推动经济发展同时,需要消耗大量的资源,环境污染问题便孕育而生,环境问题已经成为发展产业集聚战略最大的挑战。因此,研究产业集聚与环境污染的关系是探寻促进产业集聚与环境协调发展的关键。本文在归纳总结相关文献的基础上,借助产品生命周期理论,结合环境库兹涅茨曲线的规模效应、技术效应和结构效应,对产业集聚发展的各个时期与环境污染的关系进行研究,得出了产业集聚与环境污染呈现N型曲线的发展轨迹。其次,通过区位熵的测算方法,计算出我国31个省的熵指数,发现我国产业集聚总体上还处于中低水平;再对我国环境污染状况进行分析,发现污染排放物排放强度总体上是在下降,排放量在总体上呈现放缓的现状。最后,基于IPAT模型,加入产业集聚变量,形成全新的IPATM模型,以此对我国2004—2013年31个省的面板数据进行实证分析。实证结果表明:产业集聚与工业废气排放量、工业废水排放量和工业固体废物产生量呈线性的关系,产业集聚对其产生负的外部效应;产业集聚与工业二氧化硫排放量之间是N型曲线的关系,且我国大多数省份仍然处于N型曲线第一个拐点的左侧区域;产业集聚与工业烟尘排放量之间呈现出倒N型曲线的关系,大部分省份位于倒N型曲线第一个拐点的左侧,发挥着正外部效应。基于上述结论,提出了一些实现产业集聚与环境优化协同发展的对策建议。
[Abstract]:Under the influence of global economic integration and increasing international competitiveness, industrial agglomeration has become a worldwide economic phenomenon, and the characteristic agglomeration area has come into being. Industrial agglomeration can form scale economy, bring capital spillover, technology spillover and knowledge spillover effect, and promote the rapid development of regional economy. Industrial agglomeration needs to consume a lot of resources at the same time to promote economic development, and the environmental pollution problem has become the biggest challenge to the development of industrial agglomeration strategy. Therefore, studying the relationship between industrial agglomeration and environmental pollution is the key to promote the coordinated development of industrial agglomeration and environment. On the basis of summarizing relevant literature, this paper combines the scale effect, technical effect and structural effect of environmental Kuznets curve with the help of product life cycle theory. The relationship between industrial agglomeration and environmental pollution is studied, and the development path of industrial agglomeration and environmental pollution is obtained. Secondly, by calculating the entropy index of 31 provinces in China, we find that the industrial agglomeration in our country is still in the middle and low level, and then analyze the environmental pollution in our country. It is found that the emission intensity of the pollutants is decreasing and the emission is slowing down as a whole. Finally, based on the IPAT model, a new IPATM model is formed by adding the variables of industrial agglomeration, and the panel data of 31 provinces in China from 2004 to 2013 are analyzed empirically. The empirical results show that there is a linear relationship between industrial agglomeration and industrial waste gas emissions, industrial wastewater discharge and industrial solid waste production, and the industrial agglomeration has a negative external effect on it. The relationship between industrial agglomeration and industrial sulfur dioxide emissions is a N-type curve, and most provinces in China are still in the left region of the first inflection point of the N-type curve. The relationship between industrial agglomeration and industrial soot emission shows the relationship of inverted N-type curve. Most provinces are located on the left of the first inflection point of the inverted N-shaped curve and play a positive external effect. Based on the above conclusions, some countermeasures and suggestions are put forward to realize the coordinated development of industrial agglomeration and environmental optimization.
