衡阳市光伏产业发展政策支持研究

【摘要】：随着国际能源的危机和日益污染严重的环境,可循环、可再生的资源如何更好的发展已经成为世界各国研究课题的首选,光伏产业借助于太阳能,储量丰富、洁净、无污染等独有优势成为各国紧密关注的重点,包括中国在内的许多国家纷纷制定了促进太阳能光伏产业发展的优惠政策。中国的光伏产业自诞生之日起就面临畸形发展的状况,严重依赖政府补贴、九成以上依靠出口、产能过剩企业难以为继,完善对光伏产业发展的政策支持迫在眉睫。基于此,本文通过分析我国光伏产业现行财税政策的不足,借鉴发达国家的经验和教训,立足于湖南省特别是衡阳市光伏产业发展的现实状况,从政策支持的角度出发,以衡阳市光伏产业的龙头企业“共创光伏”为例,提出了适合衡阳市光伏产业发展的政策建议。本文基于SCP范式对衡阳市光伏产业组织进行分析,包括市场结构分析、市场行为分析、市场绩效分析,然后对衡阳市光伏产业发展战略环境的SWOT分析,明确衡阳市光伏产业发展的战略路径选择。在对国内外光伏产业发展政策进行对比分析的基础上,本文对以往政府主导的发展模式提出批评。最后根据完善衡阳市光伏产业财税政策的总体原则,得出了支持衡阳市光伏产业发展的具体财税政策建议:完善财政补贴制度、加大政府采购力度、丰富财政投资方式和调整税收支持政策,同时辅之以产业政策、人才政策等相关配套措施。
[Abstract]:With the crisis of international energy and the increasingly polluted environment, how to better develop the renewable resources has become the first choice of the research topics in the world. Photovoltaic industry with the help of solar energy, rich in reserves, clean, Non-pollution and other unique advantages have become the focus of close attention, including China, many countries have formulated preferential policies to promote the development of solar photovoltaic industry. The photovoltaic industry in China has been facing the condition of abnormal development since its birth. It relies heavily on government subsidies and more than 90% depends on exports. Overcapacity enterprises are unable to continue. It is urgent to improve the policy support for the development of photovoltaic industry. Based on this, this paper analyzes the shortcomings of the current fiscal and taxation policies of photovoltaic industry in China, draws lessons from the experience and lessons of developed countries, and bases itself on the reality of the development of photovoltaic industry in Hunan Province, especially Hengyang City, and proceeds from the angle of policy support. Taking the leading enterprise of photovoltaic industry in Hengyang as an example, this paper puts forward some policy suggestions suitable for the development of photovoltaic industry in Hengyang. This paper analyzes the photovoltaic industry organization in Hengyang based on SCP paradigm, including market structure analysis, market behavior analysis, market performance analysis, and SWOT analysis of Hengyang photovoltaic industry development strategy environment. Clear Hengyang photovoltaic industry development strategy path choice. Based on the comparative analysis of the development policies of photovoltaic industry at home and abroad, this paper criticizes the previous government-led development model. Finally, according to the general principles of improving the fiscal and taxation policy of photovoltaic industry in Hengyang City, the specific fiscal and tax policy suggestions to support the development of photovoltaic industry in Hengyang City are obtained: perfecting the financial subsidy system, increasing the government procurement, To enrich the financial investment and adjust the tax support policy, supplemented by industrial policy, talent policy and other related supporting measures.
