产业集群视角下我国高新技术产业高端化研究

【摘要】：随着新科技革命的兴起和信息革命时代的到来,高科技产业和新经济产业的发展已成为各国经济竞争的重要方面,这几年更是被各国看作是参与国际竞争及综合国力较量的制高点。随着全球经济一体化在我国的推进,土地、资源、环境成为制约其发展的主要因素,这使得许多产业都陷入了低端制造的困境,尤其是某些高新技术产业由于附加值不高、科技创新能力低、产业效益水平低等原因被锁定在产业价值链的低端,无法发挥高新技术作用,因此,推进产业高端化是调整产业结构、转变产业发展方式以及实现产业转型升级的必经之路。鉴于此,本文试着从高新技术产业集群的视角来研究产业高端化的实现途径,把发挥产业集群效应与推进产业高端化进程相结合,充分发挥科技创新驱动作用,推进我国高新技术产业高端化进程。全文共七章,第一章是绪论部分,第二章是文献综述,第三章是相关概念及理论基础,这部分尝试着根据已有研究对产业高端化、高新技术产业高端化定义及理论、高新技术产业集群效应以及两者之间的作用机理进行分析,第四章是我国高新技术产业及其集群现状,第五章从各自的影响因素入手,构建了两者的评价指标,并运用主成分分析法对高新技术产业高端化水平和集群效应进行评价,得到两者的综合得分值,第六章运用计量模型对两者之间的关系进行实证研究。最后一章根据实证结果,为我国推进高新技术产业高端化发展提供建议。实证结果显示:第一,产业集群效应的发挥对产业高端化发展有着正相关关系,也就是说,在本文的研究范围内,高新技术产业集群的规模经济效应、技术溢出效应以及环境效应对高新技术产业向高端化发展起到了很好的解释作用。第二,Granger因果检验显示,高端化水平对产业集群效应的发挥没有起到解释作用,这可能是由于目前我国高新技术产业高端化水平比较低,大多企业仍然处在价值链体系的低端,即“微笑曲线”的低洼地段,而且现有的大多数高端产业都陷入了“低端制造”的困境,因而尚未形成高端产业的规模集群。
[Abstract]:With the rise of the new science and technology revolution and the arrival of the information revolution era, the development of the high-tech industry and the new economic industry has become an important aspect of economic competition in various countries. In recent years, it is regarded as the commanding point of international competition and comprehensive national strength. With the advancement of global economic integration in China, land, resources and environment become the main factors restricting its development, which makes many industries fall into the plight of low-end manufacturing, especially some high-tech industries because of low added value. The low ability of scientific and technological innovation and the low level of industrial efficiency are locked in the low end of the industrial value chain and cannot play the role of high and new technology. Therefore, to promote the high-end of the industry is to adjust the industrial structure. The only way to change the mode of industrial development and realize industrial transformation and upgrading. In view of this, this paper tries to study the ways to realize the high-end industry from the perspective of high-tech industrial cluster, combining the exertion of the industrial cluster effect with the process of promoting the high-end industry, and giving full play to the driving role of scientific and technological innovation. We will push forward the process of high-end high-tech industries in China. The first chapter is the introduction part, the second chapter is the literature review, the third chapter is the related concept and the theoretical basis, this part attempts according to the existing research to the industry high-end, the high-tech industry high-end definition and the theory, The effect of high-tech industry cluster and its mechanism are analyzed. The fourth chapter is about the current situation of high-tech industry and its cluster in our country. The fifth chapter starts with the influencing factors and constructs the evaluation index of both. The principal component analysis method is used to evaluate the high-end level and cluster effect of high-tech industries, and the comprehensive score of the two is obtained. In chapter 6, the relationship between them is empirically studied by using the econometric model. According to the empirical results, the last chapter provides suggestions for the development of high-tech industry in China. The empirical results show that: first, the exertion of industrial cluster effect has a positive correlation with the development of high-end industry, that is to say, within the scope of this study, the scale economy effect of high-tech industrial cluster. Technology spillover effect and environmental effect have played a good role in explaining the development of high-tech industry. Second, the Granger causality test shows that the high-end level has no explanation for the industrial cluster effect. This may be due to the relatively low level of high-end high-tech industries in China, and the fact that most enterprises are still at the low end of the value chain system. The "smile curve" is a low-lying area, and most of the existing high-end industries are in the plight of "low-end manufacturing", so the scale cluster of high-end industries has not yet been formed.
