环境管制与污染产业转移现象研究——以长江经济带污染产业为例

【摘要】：文章以我国现阶段污染产业区际转移为研究对象,以长江经济带污染产业为例,利用偏离份额分析法定量考察了2007—2014年期间,长江经济带污染产业转移的内在机制,分析了当前各地环境管制差异对污染产业转移的影响。结果表明,长江经济带沿线各省市经济发展逐渐摆脱对污染产业的依赖;区域间污染产业转移的竞争力优势变化相对稳定,产业结构优势的变化对污染产业转移贡献度较大;整个长江经济带重度污染产业转出现象明显,上游地区有轻度污染产业转入,中游地区存在明显的中度和轻度污染产业转入现象,下游地区在考察期内均为污染产业的转出地。为实现长江经济带各省市经济与环境协调发展,各地政府应该积极引导产业绿色化发展,通过制定环境管制底线来平衡经济发展与环境污染之间的关系。
[Abstract]:Taking the inter-regional transfer of pollution industry in China as the research object and the pollution industry in the Yangtze Economic Belt as an example, the paper quantitatively investigates the internal mechanism of the pollution industry transfer in the Yangtze Economic Belt from 2007 to 2014 by using the method of deviation share analysis. The influence of environmental control difference on the transfer of pollution industry is analyzed. The results show that the economic development of the provinces and cities along the Yangtze River Economic Belt gradually gets rid of the dependence on the pollution industry, and the competitive advantage of the regional pollution industry transfer is relatively stable, and the change of the industrial structure advantage contributes greatly to the pollution industry transfer. In the whole Yangtze River economic belt, the phenomenon of heavy pollution industry is obvious, there are light pollution industries in the upper reaches, there are obvious medium and light pollution industries in the middle reaches, and the downstream areas are the places of the pollution industries during the investigation period. In order to realize the coordinated development of economy and environment of provinces and cities in the Yangtze River economic belt, local governments should actively guide the green development of industry and balance the relationship between economic development and environmental pollution by drawing up the bottom line of environmental control.
