陕西产业生态化测度与路径研究

【摘要】:如何解决经济增长、工业发展与日益严峻的资源、环境、人口之间的矛盾,是全人类无法回避的重要问题。18世纪工业革命以来,人类开发利用自然资源的能力不断提升,社会生产力实现巨大的飞跃,迅速实现物质财富积累。但于此同时片面的把大自然作为征服对象,不计成本开发资源的工业模式,导致全球性生态破坏和资源短缺。用良好的生存环境换取经济迅速繁荣的模式,不仅使社会经济难以实现健康可持续发展,且产生的危机会削弱经济发展带给人类的福利水平。陕西作为我国西部大开发的重点区域,拥有良好的资源禀赋和生态环境,但由于历史原因,生产总值较高的主导产业中包括一系列粗放发展模式的传统产业和高耗能高污染行业,使当地生态环境不堪重负。因此,必须充分意识到可持续发展的重要性,将生态环保理念置于经济发展过程中,实现经济活动与生态系统的良性循环。本文以倡导建立资源节约型产业体系的“产业生态化”作为研究对象,通过对陕西产业生态化发展水平进行测度,探讨资源环境约束条件下陕西产业生态化未来发展路径。本文首先通过梳理相关文献和理论,明确产业生态化内涵,构建科学的研究框架。结合陕西产业发展现状,选取2005-2014年相关数据,运用协整方法,检验分析十年来陕西产业结构演进、经济增长、与资源消耗之间的关系,明确陕西产业生态化的演进路径。随后,通过选取投入指标、合意性产出指标和非合意性产出指标,构建数据包络分析(DEA)评价体系,对陕西2013年和2014年的产业生态效率进行测算,结果显示陕西生态效率最低的城市是铜川市,生态效率较低的地区为陕北,生态效率较好的地区是陕南,陕西整体生态效率低于同年全国平均水平。依据实证结果,本文提出陕西产业生态化发展路径,并从宏观、中观和微观三个角度提出政策建议,认为陕西未来应不断完善生态化法律体系,健全约束激励机制,优化产业结构,打造生态产业园区,提高科技创新能力,实施清洁生产,推广绿色环保理念。陕西应加快产业生态化改造,实现产业内和产业间低耗能生态循环,使全省产业与生态系统优化协调发展。
[Abstract]:How to solve the contradiction between economic growth, industrial development and increasingly severe resources, environment and population is an important problem that all mankind cannot avoid. Since the industrial revolution in the 18th century, the ability of human beings to exploit and utilize natural resources has been continuously improved. The social productive forces realize the huge leap, realizes the material wealth accumulation rapidly. But at the same time, taking nature as the object of conquest unilaterally, the industrial model of exploiting resources regardless of cost leads to global ecological destruction and shortage of resources. The mode of rapid economic prosperity in exchange for good living environment not only makes it difficult for social economy to realize healthy and sustainable development, but also weakens the level of welfare brought to mankind by economic development. Shaanxi, as a key region in the development of western China, has a good resource endowment and ecological environment, but for historical reasons, The leading industries with high GDP include a series of traditional industries with extensive development model and industries with high energy consumption and high pollution, which make the local ecological environment overburdened. Therefore, we must fully realize the importance of sustainable development, put the concept of ecological environmental protection in the process of economic development, and realize the virtuous cycle of economic activities and ecosystems. In this paper, the author takes "industry ecologicalization" which advocates the establishment of resource-conserving industry system as the research object, measures the development level of Shaanxi industry ecologicalization, and probes into the future development path of Shaanxi industry ecologicalization under the constraint of resources and environment. Firstly, through combing relevant literature and theory, this paper clarifies the connotation of industry ecology and constructs a scientific research framework. Based on the present situation of Shaanxi industry development, this paper selects the relevant data from 2005 to 2014 and uses cointegration method to test and analyze the relationship between the evolution of industrial structure, economic growth and resource consumption in Shaanxi in the past ten years, and to clarify the evolution path of industrial ecology in Shaanxi. Then, by selecting the input index, the desirable output index and the non-desirable output index, the paper constructs the (DEA) evaluation system of data envelopment analysis, and measures the ecological efficiency of Shaanxi industry in 2013 and 2014. The results show that the lowest ecological efficiency of Shaanxi is Tongchuan city, the region with low ecological efficiency is northern Shaanxi, and the area with better ecological efficiency is southern Shaanxi, and the overall ecological efficiency of Shaanxi is lower than the national average level of the same year. Based on the empirical results, this paper puts forward the path of ecological development of Shaanxi industry, and puts forward policy recommendations from the macro, meso and micro perspectives, and points out that Shaanxi should continuously perfect the ecological legal system and perfect the restraint incentive mechanism in the future. Optimize industrial structure, create eco-industrial park, improve the ability of scientific and technological innovation, implement cleaner production, and promote the concept of green environmental protection. Shaanxi should speed up the ecological transformation of industry, realize the ecological cycle of low energy consumption within and between industries, and optimize and coordinate the development of industry and ecosystem in the whole province.
