中国煤电产业链协调性分析及优化研究

【摘要】：我国煤电产业链之间的矛盾自上世纪一直持续至今,而解决其间的问题更是需要时间和一系列的改革与措施。煤炭产业交易机制、规则的发展与优化、电力产业自身的改革与发展等等,都关系着煤电产业链未来的发展情况,其对于社会的稳定、经济的发展、环境的保护和资源的节约都有重要的贡献。本文首先针对我国煤电产业链存在的问题,在详细梳理国内外相关文献的基础上,对中国煤电产业链的协调性进行了概念的界定及系统的分析,并构建了煤电产业链的影响因素体系,分析了中国煤电产业链的运行现状及存在的问题。基于Stackelberg博弈模型以及SCP的范式分析,对中国煤电产业链的协调性进行了定性分析,更深层次的剖析了目前我国煤电产业链的现状特征、矛盾所在以及矛盾背后的原因,以及中国煤电产业链的影响机理。分析结果显示,在目前的市场结构状态下,煤炭电力企业的行为博弈,往往会加剧双方的矛盾,导致市场绩效的下降,只有建立合理的利益分配机制,并坚持长期的战略联盟合作,才可能使煤电产业链持续、稳定的运行;对中国煤电产业链的协调性进行定量分析,根据影响因素体系的研究及定性分析,构建出中国煤电产业链协调性评价的指标体系,鉴于各个指标并不相互独立,本文选取网络层次分析法来确定指标权重,它更能合理地反映出复杂系统内各元素之间的依存关系,并经过综合评价得出,中国煤电产业链协调性水平一般,发展力有待进一步提高。通过定性分析及定量分析,并基于煤电产业链具有复杂系统的特征,从煤电交易、煤电节能、环境成本及系统性改革四个方面,提出促进中国煤电产业链协调发展的优化策略,并指出要充分加强其内在联系和外在联系,真正做到协调统一以促进整个产业链的协调发展。
[Abstract]:The contradiction between coal and electricity industry chain in China has been going on since last century, and it takes time and a series of reforms and measures to solve the problems. The coal industry trading mechanism, the development and optimization of the rules, the reform and development of the electric power industry itself, etc., are all related to the future development of the coal and power industry chain, which will contribute to the stability of society and the development of the economy. The protection of the environment and the conservation of resources have made important contributions. Firstly, aiming at the problems existing in the coal and electricity industry chain of our country, and combing the relevant literature at home and abroad in detail, this paper defines the concept of the coordination of the coal and electricity industry chain in China and makes a systematic analysis. The influencing factors system of coal power industry chain is constructed, and the operation status and existing problems of coal power industry chain in China are analyzed. Based on the Stackelberg game model and the paradigm analysis of SCP, the coordination of coal and electricity industry chain in China is analyzed qualitatively. And the influence mechanism of coal power industry chain in China. The results show that under the current market structure, the behavior game of coal power enterprises will aggravate the contradiction between the two sides and lead to the decline of market performance. And adhere to the long-term strategic alliance cooperation, it is possible to make the coal and electricity industry chain to continue, stable operation; Based on the quantitative analysis of the coordination of the coal and electricity industry chain in China, according to the research and qualitative analysis of the influencing factors system, the index system of the coordination evaluation of the coal power industry chain in China is constructed. In view of the fact that each index is not independent of each other, This paper selects the analytic hierarchy process (AHP) network to determine the index weight, which can reflect the dependency relationship among the elements in the complex system more reasonably, and through the comprehensive evaluation, it is concluded that the coordination level of the coal and power industry chain in China is general. The development power needs to be further improved. Based on the qualitative analysis and quantitative analysis, and based on the characteristics of coal power industry chain with complex system, this paper puts forward the optimization strategy to promote the coordinated development of coal power industry chain in China from four aspects: coal and electricity trading, coal and electricity energy saving, environmental cost and systematic reform. It is pointed out that the internal and external relations should be fully strengthened, and the coordination and unification should be achieved to promote the coordinated development of the whole industrial chain.
