中国土壤修复产业健康发展建议

【摘要】：虽然已经发布了"土十条"(《土壤污染防治行动计划》)等土壤污染防治政策法规和技术文件,但是中国土壤修复行业快速健康发展仍面临环境监管基础能力不足、配套基础条件薄弱、资金渠道狭窄等问题。作为综合性强、技术含量高和政府引导性强的实体经济模块,土壤修复产业需打通土壤修复产业化瓶颈和约束条件、合理化调整土壤修复产业组分的权重比例、制度化土壤修复产业健康发展的评估考核、营造利于进入土壤修复产业的外部环境、健全有效预防土地污染的管理机制,以实现土壤修复产业的快速发展。
[Abstract]:Although soil pollution control policies, regulations and technical documents have been published, such as "soil ten articles" ("soil pollution Prevention Action Plan"), the rapid and healthy development of China's soil remediation industry still faces a lack of basic capacity for environmental supervision and control. The supporting basic condition is weak, the fund channel is narrow and so on question. As a real economy module with strong integration, high technology content and strong guidance from the government, soil remediation industry needs to get through bottlenecks and constraints of soil restoration industrialization and adjust the weight ratio of soil remediation industry components. In order to realize the rapid development of soil remediation industry, the evaluation and assessment of the healthy development of soil remediation industry, the establishment of an external environment conducive to entry into the soil remediation industry, and the improvement of effective management mechanism for preventing land pollution can be achieved.
