农业产业结构供给侧改革的诱致性与强制性变迁——以铁岭市昌图县为例

【摘要】：在当前我国经济进入新常态,国家强调从供给侧进行综合性的经济改革背景下,农业产业结构调整成为新一轮经济改革的重点之一。这种调整可以说是一种制度变迁,在实施过程中有着诱致性与强制性两种模式,具备各自的特点。本文在梳理制度变迁的理论发展过程后,提出了在农业领域中诱致性与强制性变迁协同的分析框架,并用来分析国家玉米临储政策调整后,辽宁省铁岭市昌图县农业产业结构调整过程中的案例,从中归纳得出四点结论。
[Abstract]:At present, China's economy has entered the new normal, and the state emphasizes the comprehensive economic reform from the supply side, the adjustment of agricultural industrial structure has become one of the key points of the new round of economic reform. This kind of adjustment can be said to be a kind of institutional change, which has two modes of inducement and mandatory in the process of implementation, and has its own characteristics. After combing the theoretical development process of institutional change, this paper puts forward an analytical framework for the coordination of inducement and mandatory change in the field of agriculture, and is used to analyze the adjustment of national corn temporary storage policy. Four conclusions are drawn from the cases in the process of agricultural industrial structure adjustment in Changtu County, Tieling City, Liaoning Province.
