【摘要】：随着信息科技革命与产业变革交汇孕育而出的电子商务经济,逐步成为衡量经济竞争主导权的重要标志之一。作为我国的综合性、战略性和基础性产业以及经济社会发展的重要“引擎”,电子商务的持续、快速、健康发展对提升产业发展水平、优化产业结构、合理配置市场资源、转变经济增长方式,具有非常重要的作用。在经济全球化趋势和电子商务在全球范围内蓬勃发展的大背景下,我国外贸型企业要想跟上新时期国际贸易的步伐,就必须大力发展跨境电子商务,抢先实现贸易转型升级,抢占先机。自2008年国际金融危机以来,传统外贸发展速度开始放缓,而作为外贸发展新生力量的跨境电子商务却呈现出快速增长的态势和巨大的发展潜力。除了交易平台、物流配送之外,支付环节的创新还与人民币国际化相互呼应,跨境电商人民币结算像雨后春笋般迅速涌现,不仅为跨境电商的快速增长提供了崭新动力,还为人民币国际化另辟蹊径。本文通过分析目前学者专家对跨境电子商务总体发展概况的评述,梳理、总结了相关文献,拟结合具体跨境电商的实际情况,开展对于跨境电商人民币结算问题的研究。首先,介绍跨境电子商务人民币结算兴起的背景和研究意义,其次,要说明电子商务、跨境电子商务和数字贸易的不同定义及电子商务国际规则现状;再次,阐述跨境电子商务人民币结算的现状,包括支付平台和结算模式现状,并对现有跨境贸易人民币结算政策有关规定进行阐明,分析其对跨境电商人民币结算的影响,同时借鉴美国第三方支付平台的管理经验,指出制定专门的中国跨境电商人民币结算政策的必要性;特别地,在目前国内对跨境贸易人民币结算现状和问题的研究基础上,进一步地指出跨境电子商务人民币结算中存在的问题,需要调整和完善的地方,以及针对某些可能出现的风险,该如何防范和规避;最后,提出解决问题的应对策略,包括完善跨境电子商务发展的政策环境、建立健全跨境电子商务法律法规和标准体系、扶持我国跨境支付平台的建设以及完善电子商务金融服务体系等。通过这些对策的实施,提升跨境电子商务人民币结算水平,不仅可以避免结汇的繁琐手续,而且符合跨境贸易便利化目标的要求,更有利于积累人民币跨境结算经验,提高人民币国际化发展水平。
[Abstract]:With the intersection of the information technology revolution and the industrial transformation, the e-commerce economy has gradually become one of the important symbols to measure the dominant right of economic competition. Strategic and basic industries and important "engines" of economic and social development. The sustained, rapid, and healthy development of electronic commerce will improve the level of industrial development, optimize the industrial structure, rationally allocate market resources, and transform the mode of economic growth. Under the background of the trend of economic globalization and the vigorous development of electronic commerce in the global scope, if our foreign trade enterprises want to keep up with the pace of international trade in the new era, we must vigorously develop cross-border electronic commerce. The pace of traditional foreign trade development has slowed since the international financial crisis in 2008. However, as a new force in the development of foreign trade, cross-border e-commerce has shown a rapid growth trend and huge development potential. In addition to trading platforms, logistics and distribution, the innovation in payment links also echoes the internationalization of the RMB. RMB settlement for cross-border e-commerce has sprung up rapidly, which not only provides a new impetus for the rapid growth of cross-border e-commerce, By analyzing the current comments of scholars and experts on the overall development of cross-border e-commerce, this paper summarizes the relevant literature, and proposes to combine the actual situation of cross-border e-commerce. First, introduce the background and significance of RMB settlement in cross-border e-commerce, and secondly, explain e-commerce. Different definitions of cross-border electronic commerce and digital trade and current status of international rules of electronic commerce. Thirdly, the status quo of RMB settlement of cross-border electronic commerce, including payment platform and settlement mode, is expounded. It also clarifies the relevant provisions of the existing RMB settlement policy for cross-border trade, analyzes its impact on the RMB settlement of cross-border e-commerce businesses, and draws lessons from the management experience of the third party payment platform in the United States. It points out that it is necessary to formulate a special RMB settlement policy for cross-border e-commerce in China, especially on the basis of the current domestic research on the current situation and problems of RMB settlement of cross-border trade. Further points out the existing problems in RMB settlement of cross-border e-commerce, needs to be adjusted and improved, and how to prevent and avoid some possible risks; finally, put forward countermeasures to solve the problem. Including perfecting the policy environment for the development of cross-border electronic commerce, establishing and perfecting the system of laws, regulations and standards of cross-border electronic commerce, supporting the construction of cross-border payment platforms in China and perfecting the financial service system of electronic commerce, etc. Through the implementation of these countermeasures, Raising the RMB settlement level of cross-border electronic commerce can not only avoid the complicated formalities of settlement of foreign exchange, but also meet the requirements of cross-border trade facilitation goal. It is also beneficial to accumulate RMB cross-border settlement experience and improve the level of RMB internationalization development.
