【摘要】：近年来,随着“互联网+”上升为国家战略,民用电子商务发展迅速,企业电子商务方兴未艾。实施电子商务采购是企业适应经济新常态、推进改革创新、深化降本增效的现实之需和战略之举。本文在研究过程中以开滦能源化工为例,通过案例分析、对比研究、实证分析等方法,深入探讨了开滦能源化工股份有限公司的电子商务采购管理问题。在研究过程中,本文主要使用了文献分析、对比研究与案例分析的研究方法。首先,论文通过对电子商务采购产生背景的分析,明确了电子商务采购的重要意义,回顾了国内外关于电子商务采购的研究进展,同时对电子商务采购相关理论进行了梳理,这是本文研究的理论基础。其次,通过介绍开滦能源化工股份有限公司的基本情况,详细剖析了开滦能源化工股份有限公司实施电子商务采购管理的目标思路定位、整章建制以及体制整改等推行情况,展示了该公司电子商务采购目前的情况。同时,通过对开滦能源化工股份有限公司实施电子商务采购带来的经济效益分析,进一步剖析了该公司电子商务采购管理不到位、管理不规范的问题,如电子商务采购在管理方面还存在着规模不足、询价模式不完全公开、供应商竞标材料不规范等,亟待改进完善。最后,针对论文第四章开滦能源化工股份有限公司面临的电子商务采购管理问题,提出相关的改进建议,具体包括形成规模化采购,统一实行公开竞价,加强对安全软件新技术的开发应用,提高保证金管理效率,适时应用“供应链金融”融资模式,对供应商竞标材料规范性进行约定,自动加强对供应商的优化管理。
