跨境电子商务贸易发展的政府推进策略研究

【摘要】：近几年,跨境电子商务贸易这种新式的商业交易方式,呈高速增加的趋势。在依托互联网重塑国际贸易格局的进程中,中国成功抓住发展的机遇,成为了世界贸易增加增长的新支点。江苏省各级地方政府更是将跨境电子商务贸易作为外贸经济发展新的增长点。2014年2月,省政府办公厅发文,明确南京、苏州、无锡3个城市开展跨境电子商务贸易先行试点。当前苏州共有四万多家企业通过各类电子商务平台成功地获取到贸易发展先机,取得了超过650亿人民币的贸易成交额,约占苏州GDP的10%。当然,在跨境电子商务贸易蓬勃发展过程中,尽管苏州政府采取了积极的举措,也取得了辉煌的成就。不过,苏州跨境电子商务贸易的飞跃发展也产生了一系列新问题。这些问题也制约苏州跨境电子商务贸易的更快更健康发展。因此,如何充分发挥地方政府的积极作用,更好地推进跨境电子商务贸易的可持续发展,正吸引越来越多社会有识之士的关注。而如何在国家法律允许的框架内,以试点城市为平台,大胆先行先试,探索形成符合地方实际、助推跨境电子商务贸易发展已成为政府亟待思考的问题。本文在分析苏州政府推进跨境电子商务贸易的实践和跨境电子商务贸易发展成就的基础上,分析苏州跨境电子商务贸易发展过程中新出现的问题,并剖析问题产生的原因,在此基础上,提出政府解决跨境电子贸易中所产生问题的措施与策略,目的是为更好发挥政府职能,制定关于跨境电子商务商务贸易的法律法规、政策条例,确保跨境电子商务贸易更快更健康发展等提供决策支持,更好的促进跨境电子商务贸易的有序发展。
[Abstract]:In recent years, cross-border e-commerce trade, a new type of business transaction, has shown a trend of rapid growth. In the process of reshaping the pattern of international trade by relying on the Internet, China has successfully seized the opportunity for development. It has become a new fulcrum for the growth of world trade. Local governments at all levels in Jiangsu Province have taken cross-border e-commerce trade as a new growth point for foreign trade and economic development. In February 2014, the Provincial Government General Office issued a document clarifying Nanjing and Suzhou. Three cities in Wuxi have carried out pilot projects of cross-border e-commerce trade. At present, more than 40,000 enterprises in Suzhou have successfully obtained trade development opportunities through various e-commerce platforms, with a turnover of more than 65 billion yuan. About 10% of GDP in Suzhou. Of course, in the booming process of cross-border e-commerce trade, despite the positive measures taken by the Suzhou government, it has also made brilliant achievements. The rapid development of cross-border e-commerce trade in Suzhou has also produced a series of new problems. These problems also restrict the faster and healthier development of cross-border e-commerce trade in Suzhou. Therefore, how to give full play to the positive role of local governments, To better promote the sustainable development of cross-border e-commerce trade is attracting the attention of more and more people of insight in society.
