“东风”淘宝村人力资源管理模式分析

【摘要】:随着互联网经济的发展,农村电子商务发展如火如荼,淘宝村作为“互联网+农村”在一定程度上聚集的典型产物,对于中国农村经济转型升级、农民创业和就业、社会和谐稳定发展都具有重要的意义,一方面随着淘宝村发展进入规范期,人力资源的问题逐渐成为制约淘宝村经济长期稳定发展的瓶颈;另一方面,目前还很少有学者针对淘宝村这种新兴的产业集群中的人力资源管理的相关问题的深入研究。本文利用调查问卷、深度访谈,阅读文献等方式收集资料,从人力资源管理角度,对淘宝村东风村电子商务不同发展阶段特征、人力资源管理模式的特点进行全方位的透视,梳理了东风村目前人力资源现实状况,对人力资源管理相关要素进行了逐个图表分析并得出结论,总结了淘宝村四种主要的人力资源管理模式(即自我管理、亲缘管理、情面管理、契约管理)及其特殊性,分析并揭示了目前淘宝村人力资源管理存在的就业环境吸引力不够、人力资源管理制度化滞后、招聘方式单一、有效培训不足、劳动关系双方存在观念误区等五大问题,并提出了解决当前东风淘宝村人力资源管理方面基本思路和六方面具体建议和对策,为解决当前淘宝村人力资源发展瓶颈提供了参考意见。文章得出了解决好淘宝村目前存在的人力资源方面的问题要把握分层推进、循序渐进的原则以及充分发挥集群组织作用等结论。
[Abstract]:With the development of Internet economy, rural electronic commerce is developing in full swing. As a typical product of "Internet countryside", Taobao Village is a typical product of China's rural economic transformation and upgrading, farmers' entrepreneurship and employment. The harmonious and stable development of the society is of great significance. On the one hand, with the development of Taobao village entering the standard period, the problem of human resources gradually becomes the bottleneck restricting the long-term stable development of Taobao village economy; on the other hand, At present, there are few scholars to study the related problems of human resource management in Taobao Village, a new industrial cluster. This paper collects data from the angle of human resource management by questionnaire, in-depth interview, reading literature and so on. The characteristics of different stages of electronic commerce development and the characteristics of human resource management mode in Taobao Dongfeng Village are comprehensively analyzed, and the present human resource reality of Dongfeng Village is combed out. This paper analyzes the related elements of human resource management one by one and draws a conclusion, and summarizes the four main human resource management modes (i.e. self-management, kinship management, affective management, contract management) and their particularity in Taobao Village. This paper analyzes and reveals that the employment environment in Taobao Village is not attractive enough, the systematization of human resource management is lagging behind, the way of recruitment is single, the effective training is insufficient, and there are some misconceptions in labor relations. At the same time, it puts forward the basic ideas and six concrete suggestions and countermeasures to solve the human resource management of Dongfeng Taobao Village. In order to solve the bottleneck of the development of human resources in Taobao Village, the paper draws a conclusion that the existing problems of human resources in Taobao Village should be promoted by different levels. Step by step principle and give full play to the role of cluster organization and other conclusions.
