田林县农业产业化助推农民脱贫致富探索

【摘要】：到2017年,中央已经连续出台了十四个新世纪关注“三农”的中央一号文件,大大促进了农业现代化建设,也为农民致富指明了方向。田林县是广西国土面积最大的县,是著名的“灵芝之乡”“八渡笋之乡”,有着得天独厚的农业发展资源基础优势,县委、县政府高度重视“三农”工作,积极探索农业产业化发展助推精准脱贫确保农民致富。本文围绕农业产业化和脱贫致富的关系这一主题,首先以国家对农业产业化发展和精准扶贫的政策为研究背景,阐述了农业产业化涵义、特征,农业产业化的发展历程和组织模式等农业产业化相关理论以及贫困及扶贫的涵义、农业产业化与农民脱贫致富的关系等理论;以“公司(企业)+合作社+基地+农户(贫困户)”等7种产业化经营与扶贫结合的模式为代表,全面分析了田林县农业产业化发展和产业扶贫关系现状及制约因素和原因,客观评价了田林县农业产业化助农增收脱贫的效果,指出了农业产业化助推农民脱贫致富存在的普遍问题。针对以上存在的问题提出了解决田林县农业产业化助推农民脱贫致富的思路,采取强力推进“南盘江流域30万亩生态扶贫产业示范基地”建设、组建农业产业化和农民脱贫致富的投融资平台、大力推进农业产业化专业合作社、成立农村产权服务和交易平台,改善农业社会化服务体系、深化农村金融改革,加大支持农业产业发展资金、创新产业经营模式,帮助贫困户脱贫致富、强化基层组织带头引领产业化发展和脱贫致富作用、扶持和培育农业龙头企业,加快推进产业化发展、强化品牌意识,实施精品战略,做大做优产业、培养新型高素质产业农民,加快农业产业标准化进程、加大财政性资金对农业产业化投入解决产业扶贫资金需求、加快推进农产品电子商务,促进农业产业化发展的措施和建议。
[Abstract]:By 2017, the Central Committee has issued the first document of the Central Committee, which pays close attention to the "three rural areas" in the new century, which has greatly promoted the construction of agricultural modernization and pointed out the direction for farmers to get rich. Tianlin County is the largest county in Guangxi. It is a famous "Ganoderma town" and "Badu bamboo shoot town", which has a unique advantage in agricultural development resources. The county party committee and county government attach great importance to the work of "agriculture, rural areas and farmers". This paper focuses on the relationship between agricultural industrialization and poverty alleviation. First of all, the national policy on agricultural industrialization and precision poverty alleviation is taken as the research background. The related theories of agricultural industrialization, such as the meaning and characteristics of agricultural industrialization, the development course and organization mode of agricultural industrialization, the meaning of poverty and poverty alleviation, and the relationship between agricultural industrialization and peasants' getting rid of poverty are expounded. Based on 7 models of combination of industrialization management and poverty alleviation, such as "Company (Enterprise) Cooperatives Base Farmers (Poor households)", this paper comprehensively analyzes the present situation of agricultural industrialization development and industrial poverty alleviation in Tianlin County, as well as the restrictive factors and reasons. This paper objectively evaluates the effect of agricultural industrialization in Tianlin County to increase agricultural income and lift itself out of poverty. This paper points out the common problems in helping farmers to get rid of poverty and wealth by agricultural industrialization, and puts forward some ideas to solve the problems mentioned above, which can help farmers to get rid of poverty and become rich by agricultural industrialization in Tianlin County. To vigorously promote the construction of the "demonstration Base for Ecological Poverty Alleviation in the Nanpanjiang River Basin," to set up an investment and financing platform for agricultural industrialization and for farmers to get rid of poverty and become rich, and to vigorously promote specialized cooperatives in agricultural industrialization. We will set up rural property rights services and trading platforms, improve the agricultural socialized service system, deepen rural financial reform, increase support for the development of agricultural industries, innovate industrial management models, and help poor households get rid of poverty and become rich. Strengthening grass-roots organizations to take the lead in leading the development of industrialization and the role of getting rid of poverty, supporting and cultivating leading agricultural enterprises, speeding up the development of industrialization, strengthening brand awareness, implementing the strategy of fine goods, and making industries bigger and better, To train new high-quality industrial farmers, to speed up the process of agricultural industry standardization, to increase financial funds for agricultural industrialization and to solve the need for pro-poor funds in the industry, and to speed up the promotion of e-commerce for agricultural products.
