衡水市快递实名制监管问题研究

【摘要】：在电子商务迅速发展的经济形势下,快递行业也越来越成为我国国民经济密不可分的一部分。关系着经济发展和社会民生问题的快递行业随着其经济占比的逐渐提高,其粗放经营模式下隐藏的安全问题逐步暴露出来,问题快递、危险快递也引起人们更高的重视。2015年10月,快递实名制要求在全国范围内推行,但其进展并不顺利。快递实名制的有效落实不仅关系着快递业自身的健康发展,也关系着我国整体的社会安全。挖掘快递实名制落实难的原因,探索快递实名制监管的有效对策,成为亟待解决的重要问题。本文运用文献研究、归纳分析、小组访谈等方法,从公共管理学视角对衡水市落实快递实名制问题进行研究。本文从衡水市快递实名制执行实际情况出发,归纳了本市快递实名制执行遇到的四个困境,一是消费者抵触较多,二是快递企业不支持不反对,三是社会监督力量不够,四是政府监管有名无实。结合遇到的问题,本文深刻剖析了衡水市快递实名制监管问题的成因,从政府监管力量薄弱、触及多方利益、社会监督缺失三个方面进行概括,从完善政府监管立法、确保监管力量到位、创新监管方式、加强个人信息保护、减轻快递企业经营成本、发挥快递行业协会作用、完善快递行业服务标准、强化社会监督主体责任等八个方面进行了政策建议。
[Abstract]:With the rapid development of electronic commerce, express delivery industry has become an inseparable part of our national economy. The express delivery industry, which is related to economic development and social and livelihood issues, with the gradual improvement of its economic share, the hidden security problems in its extensive business model are gradually exposed, problem express delivery, Dangerous delivery has also attracted more attention. In October 2015, the real name delivery system was implemented nationwide, but its progress was not smooth. The effective implementation of express real name system is not only related to the healthy development of express industry itself, but also related to the overall social security of our country. It is an important problem to solve the problem that it is difficult to carry out express real name system and to explore the effective countermeasures to supervise express delivery real name system. This paper studies the implementation of express real name system in Hengshui City from the perspective of public management by means of literature research, induction analysis, group interview and so on. Starting from the actual situation of implementing the real name system of express delivery in Hengshui City, this paper sums up the four difficulties encountered in the implementation of the real name system of express delivery in this city. One is that consumers are more resistant, the other is that express delivery enterprises do not support and do not object, and the third is that social supervision is not enough. Fourth, government supervision is nominal. Combined with the problems encountered, this paper deeply analyzes the causes of the supervision of the real name system of express delivery in Hengshui City, from three aspects of weak government supervision power, touching on various interests, lack of social supervision, and the perfection of government supervision legislation. To ensure that supervision is in place, to innovate supervision methods, to strengthen personal information protection, to reduce the operating costs of express delivery enterprises, to give full play to the role of express delivery industry associations, and to improve the service standards of express delivery industries, Strengthen the main responsibility of social supervision and other eight aspects of policy recommendations.
