【摘要】：随着全球经济与贸易自由化程度的显著提升,以关税代表的典型的贸易障碍对国际贸易的干扰和阻碍已不断减退。贸易便利化作为扩大相互贸易规模的新动力,成为各国际组织及国家热议的话题并逐步受到重视。贸易便利化不仅能使阻碍要素跨境流动的障碍得以减少,甚至消除,还能简化国际贸易程序、降低国际贸易活动中的交易成本,正受到大量国际组织、各国政府的高度关注。作为世界贸易大国,较高的贸易便利化水平可以促进我国贸易经济的发展。中国与中亚国家贸易规模日益扩大,然而“贸易的不便利”问题作为一种隐形贸易壁垒,制约中国与中亚双边经贸关系的快速拓展。实施和推进贸易便利化已经成为促进丝绸之路经济带经贸合作的紧要任务,也是当前世界多边贸易体制谈判的焦点之一。因此,在“一带一路”背景下,测算中国与中亚国家贸易便利化水平及推进问题,既是促进中国向西开放和经济持续发展的客观需要,也是建设“一带一路”战略的必然要求。有鉴于此,本文对中国与中亚国家贸易便利化问题进行了较为全面、系统的定性分析和定量研究,最后在贸易便利化具体推进措施方面做出探讨。建立高效的贸易便利体系已成为多边、区域、双边经贸合作的重要内容。本文首先回顾相关研究成果,通过对贸易便利化概念的梳理,更深刻理解贸易便利化的含义,以相关理论基础为支撑点,寻找贸易便利化有利于中国与中亚国家贸易发展的理论支持。其次、构建兼顾数据科学性与可得性的贸易便利化指标体系,测算2011-2016年中国与中亚国家贸易便利化综合水平及演变路径并进行评估;随后,借助双边贸易引力模型回归法,运用2011-2016年中国及新疆20个进出口贸易伙伴的面板数据,加入口岸效率、海关环境、规则环境和金融及电子商务四大贸易便利化指标,分析不同便利化措施对中国与中亚国家进出口贸易的影响。最后,根据理论研究和实证研究结果基础上,梳理本文结论并探讨其政策含义。研究结果表明:一国的经济规模GDP以及贸易双方是否签订并生效自由贸易协定对进出口都有显著的正向影响;贸易便利化对进出口总体上有促进作用,尤其是提升一国的口岸效率和规制环境水平将有利于出口增加,而规制环境水平的提高也会带来进口量的增长;地理距离是双边贸易的阻碍而贸易双方如果接壤将促进双边贸易量增加。最后,基于实证研究结论就我国与中亚国家目前贸易便利化发展中的薄弱环节,从加快贸易便利化建设步伐、推动区域贸易便利化发展进程以及融入全球贸易便利化发展大潮四个方面提出具体的对策建议。
[Abstract]:With the increase of the degree of global economy and trade liberalization, the interference and hindrance to international trade caused by the typical trade barriers represented by tariff has been gradually reduced. As a new power to expand the scale of mutual trade, trade facilitation has become a hot topic in international organizations and countries. Trade facilitation can not only reduce or even eliminate the obstacles to the cross-border movement of elements, but also simplify the international trade procedures and reduce the transaction costs in international trade activities, which has been highly concerned by a large number of international organizations and governments. As a big trading country in the world, higher level of trade facilitation can promote the development of China's trade economy. The scale of trade between China and Central Asian countries is expanding day by day. However, the problem of "trade inconveniences", as a kind of invisible trade barrier, restricts the rapid development of bilateral economic and trade relations between China and Central Asia. The implementation and promotion of trade facilitation has become a crucial task in promoting economic and trade cooperation in the Silk Road economic belt, and is also one of the focal points of the current multilateral trade system negotiations in the world. Therefore, under the background of "Belt and Road", it is not only the objective need of promoting China's opening to the west and sustainable development of economy, but also the inevitable requirement of the construction of "Belt and Road" strategy to measure the level of trade facilitation between China and the Central Asian countries and its promotion. In view of this, this paper makes a comprehensive, systematic qualitative analysis and quantitative research on the trade facilitation between China and Central Asian countries, and finally makes a discussion on the specific measures of trade facilitation. The establishment of efficient trade facilitation system has become an important part of multilateral, regional and bilateral economic and trade cooperation. This paper first reviews the relevant research results, through combing the concept of trade facilitation, a deeper understanding of the meaning of trade facilitation, with the relevant theoretical basis as the supporting point, To find the theoretical support of trade facilitation for the development of trade between China and Central Asian countries. Secondly, it constructs a trade facilitation index system that takes into account the scientific and available data, calculates and evaluates the comprehensive level and evolution path of trade facilitation between China and Central Asian countries from 2011 to 2016, and then, with the aid of bilateral trade gravity model regression method, estimates and evaluates the comprehensive level and evolution of trade facilitation between China and Central Asian countries in 2011-2016. Using the panel data of 20 import and export trading partners of China and Xinjiang from 2011-2016 to add four major trade facilitation indicators, namely, port efficiency, customs environment, regulatory environment, and financial and electronic commerce. This paper analyzes the influence of different facilitation measures on the import and export trade between China and Central Asian countries. Finally, on the basis of theoretical research and empirical research, the conclusion of this paper and its policy implications are discussed. The results show that: the economic scale of a country GDP and whether trade parties sign and enter into force free trade agreements have a significant positive impact on imports and exports, trade facilitation has an overall role in promoting imports and exports. In particular, improving the efficiency of a country's ports and regulating the environmental level will be conducive to the increase of exports, and the improvement of regulatory environmental level will also lead to the increase of imports; Geographical distance is a hindrance to bilateral trade. Finally, based on the conclusions of the empirical research, on the weak links in the development of trade facilitation between China and the Central Asian countries, we should speed up the construction of trade facilitation. To promote the development of regional trade facilitation and to integrate into the global trend of trade facilitation development four aspects of specific countermeasures.
