信阳市农民电商培训问题研究

【摘要】:随着互联网信息技术的发展和普及,农村电子商务市场规模极速扩张。由于电子商务的飞速发展,农民的创业和就业机会大大提高,农村电商为政府的精准扶贫政策提供了有效的手段。各地区积极开展培训活动为农村电商发展提供人才支持。加强农民电商培训,是解决农村贫困人口就业、促进农民返乡创业就业的关键。当前,农村电商人才的迫切需要和农民电商技能素质极度欠缺的矛盾,给我们提出了加快农民电商培训的严峻课题。然而,现有关于农民电商培训的研究甚少,信阳市如何推进农民电商培训的战略问题有待研究。本文从供给与需求两方面分别描述了信阳市农民电商培训的现状,重点从政府、培训机构、农民三个层面分析了信阳市农民电商培训中存在的问题,并对信阳市进一步开展农民电商培训提出了建议。信阳市加快农民电商培训,是由农民内源需要和经济社会发展等外生需要决定的。根据对信阳市参加过农村电商培训的农民进行问卷调查可知,农民对电商培训的潜在需求非常大。但其潜在需求在转化为现实教育购买力过程中面临政策资源、培训体系、个人经济状况等诸多因素限制,以至有效需求严重不足。培训供给方面,政府培训是主体,企业和培训机构等很少甚至不愿参与参与其中。电商培训的有效供给和农民的巨大需求严重不匹配,产生农民电商培训供需失衡问题。农民电商培训属于准公共产品,它的正外部性使得它由市场供给便难以达到社会所期待的最佳水平。所以,政府应在农民电商培训中承担更大的责任,通过政策创新、机制转换等方式为多方参与有效提供农民电商培训创造良好的环境。为此,本文从加强农民电商培训的宣传、建立以政府为主导的多渠道资金筹措机制、建立健全农民电商培训监督机制、完善农村电商配套服务建设、培训机构按需求制定培训课程、提高农民使用互联网技能、培养电商带头人等几个方面提出了对策建议。
[Abstract]:With the development and popularization of Internet information technology, the scale of rural e-commerce market is expanding rapidly. With the rapid development of electronic commerce, farmers' entrepreneurship and employment opportunities are greatly improved, and rural e-commerce provides an effective means for the government's precision poverty reduction policy. All regions actively carry out training activities for the development of rural e-commerce to provide talent support. Strengthening farmers' e-commerce training is the key to solve the employment of the rural poor and promote farmers to return home to start employment. At present, there is a contradiction between the urgent need of rural electric merchants and the extremely lack of farmers' ecommerce skills, which brings us a serious problem of speeding up the training of farmers' e-commerce. However, there are few researches on the training of farmers' ecommerce, and the strategy of how to promote the training of farmers' e-commerce needs to be studied in Xinyang City. This paper describes the current situation of farmers' e-commerce training in Xinyang City from the two aspects of supply and demand, focusing on the problems existing in the training of farmers' e-commerce in Xinyang City from three aspects: government, training institutions and farmers. Some suggestions are put forward for further development of farmers'e-commerce training in Xinyang City. Xinyang City speeds up farmers' e-commerce training, which is determined by farmers' endogenous needs, economic and social development and other exogenous needs. According to the questionnaire survey of farmers who have participated in rural e-commerce training in Xinyang City, the potential demand for e-commerce training is very large. However, the potential demand is limited by many factors, such as policy resources, training system, personal economic situation and so on, and even the effective demand is seriously insufficient in the process of transforming the potential demand into real education purchasing power. On the training supply side, government training is the main body, and enterprises and training institutions are rarely or even unwilling to participate in it. The effective supply of ecommerce training is seriously mismatched with the huge demand of farmers, which leads to the imbalance between supply and demand of e-commerce training for farmers. Farmers' e-commerce training belongs to quasi-public goods, and its positive externality makes it difficult to reach the best level expected by the society by market supply. Therefore, the government should take more responsibility in the training of farmers' e-commerce, and create a good environment for the multi-party participation in providing farmer's e-business training effectively through policy innovation and mechanism transformation. For this reason, this paper aims at strengthening the propaganda of farmers' e-commerce training, establishing a multi-channel financing mechanism led by the government, establishing and perfecting the supervision mechanism of farmers' e-commerce training, and perfecting the construction of supporting services for rural ecommerce. The training institutions draw up training courses according to the demand, improve farmers' skills in using the Internet, and train the leaders of ecommerce, etc., and put forward some countermeasures and suggestions.
