新型城镇化中的金融支持研究

【摘要】：城镇化是实现中国崛起的战略选择，是破解“三农问题”的根本途径，是转变经济发展方式的核心动力。改革开放三十多年以来，中国城镇化取得了令人瞩目的成就，但同时也存在一些深层次的结构性矛盾。在未来的20-25年里，中国的城镇化将进入加速发展阶段的后半段，前半阶段积累的突出问题将集中爆发，由此带来更大的挑战。因此，中国未来的城镇化必须实现转型，以重塑中国的城市地理，改变人口、产业和资金的空间分布。金融作为现代经济的核心，一直在中国城镇化进程中扮演着重要角色，未来更需立足转型开拓创新，积极稳妥地推进新型城镇化发展。新型城镇化是以城市发展为中心的经济社会协调发展过程，涉及人口的迁移转换、产业结构的优化升级以及空间地理结构的重塑。从这一角度出发，本文在理论上将新型城镇化分解为人口城镇化、产业城镇化、空间城镇化三个方面，以总分结合的方式探讨了金融支持新型城镇化发展的理论逻辑和路径选择，构建了一个相对完整的系统分析框架。在实证检验方面，本文在搜集大量数据资料的基础上从金融支持规模、金融支持结构以及金融支持效率三个方面对城镇化进程中的金融支持水平进行了测度，得出了与现实相符的结论。最后，本文针对金融支持城镇化发展中存在的问题进行了成因分析，，并在借鉴国际经验的基础上提出了相应的对策建议，以期能够得出对现实有用的结论。
[Abstract]:Urbanization is the strategic choice to realize the rise of China, the fundamental way to solve the "three rural issues" and the core motive force to change the mode of economic development. Since the reform and opening up more than 30 years ago, China's urbanization has made remarkable achievements, but at the same time, there are some deep-seated structural contradictions. In the next 20-25 years, China's urbanization will enter the second half of the accelerated stage of development, the first half of the accumulation of outstanding problems will focus on the outbreak, which will bring greater challenges. Therefore, China's urbanization in the future must be transformed to reshape China's urban geography and change the spatial distribution of population, industry and capital. As the core of modern economy, finance has always played an important role in the process of urbanization in China. New urbanization is a coordinated process of economic and social development centered on urban development. It involves the migration and transformation of population, the optimization and upgrading of industrial structure and the remodeling of spatial geographical structure. From this point of view, this paper theoretically decomposes the new urbanization into three aspects: population urbanization, industrial urbanization, and spatial urbanization. This paper discusses the theoretical logic and path selection of financial support for the development of new urbanization in the way of total score, and constructs a relatively complete system analysis framework. In the empirical test, this paper measures the level of financial support in the process of urbanization from three aspects: the scale of financial support, the structure of financial support and the efficiency of financial support on the basis of collecting a large amount of data. The conclusion is in accord with the reality. Finally, this paper analyzes the causes of the problems existing in the financial support of urbanization, and puts forward corresponding countermeasures and suggestions on the basis of drawing lessons from international experience, in order to draw useful conclusions on the reality.
