成都建设西部金融中心的思路及问题研究

【摘要】：金融是现代经济的核心。金融业是现代服务业的重要组成部分,为社会经济提供了必备的发展要素。金融行业具有高附加值、高贡献率、高成长性的特点,是我市经济发展的重点领域和优势产业。近些年来,金融业在成都经济发展中地位日益提升,影响持续增加,已初步成为我市的支柱产业。作为国务院划定的西南地区科技、商贸、金融中心和交通、通信枢纽,成都市在金融机构数量和门类齐全程度位居中西部前列。建设金融中心,成都具备得天独厚的条件。金融中心的合理定位和科学开发,是本论文最终能否发挥作用的关键。本文主要选取了西安、重庆等西部中心城市作为建设区域性金融中心的比对对象,同时借鉴了国内外大量文献及资料经验,参考了有关区域的主要做法与成就。在此基础上,通过调查研究,探讨建立金融中心的要素及各地区的策略,并在实证调查分析结果基础上,提出成都在建设西部金融中心过程中的具体思路及解决问题对策建议。调研数据比对分析即调查法是本文主要采用的研究方法。另外,文献分析法、功能分析法、经验总结法等研究方法在本文中也有应用。基于网络、图书馆提供的信息资源接口,大量阅读国内外相关研究文献,了解已有成果和最新研究动态；同时,实际调查各研究对象的真实情况,关注其发展动态,为本文研究提供具时效性的研究素材；在文献阅读、理论综述及实践的基础上,整理归纳出建设金融中心的各个关键点。本文由六个部分组成。第一大部分的绪论通过呈现国内外相关研究综述及研究内容、方法等方式,介绍本研究的背景和意义：第二大部分为国际国内金融中心发展概述,主要总结和整理关于金融中心建设的相关议题；第三大部分将分析西部金融中心建设背景,分析包括成都推进西部国际金融中心建设的必要性、具备的优势、面临的机遇及挑战等角度；第四部分为数据分析,对成都、重庆、西安在建立西部金融中心的各项条件方面进行数据调查及分析；第五部分将讨论开发建设思路,以发展目标和开发原则为基础,立足以成都金融总部商务区为首的三大金融集聚区探讨其未来产业发展定位及产业导入方向；第六部分为工作建议,对建设西部金融中心相关工作提出建议。本项研究主要得出以下结论,成都为中国西部地区最适合设立区域性金融中心的城市；基于成都市自然聚集金融产业的特点,通过优化区域规划结构、规范金融业态导入、加大政策优惠力度及针对性等措施,能够作为中国西部的经济动力引擎。并在此结论的基础上,提出高效建设“广义”金融中心的建议,为政府提供参考。
[Abstract]:Finance is the core of modern economy. Financial industry is an important part of modern service industry, which provides essential development elements for social economy. The financial industry has the characteristics of high added value, high contribution rate and high growth, which is the key area and advantage industry of our city's economic development. In recent years, the status of financial industry in the economic development of Chengdu is increasing day by day, and the influence continues to increase, which has initially become the pillar industry of our city. As the southwest region designated by the State Council as science and technology, trade, financial center and transportation, communications hub, Chengdu in the number of financial institutions and the full range of financial institutions in the central and western regions of the forefront. The construction of a financial center, Chengdu has unique conditions. The rational orientation and scientific development of financial center is the key to whether this paper can play a role in the end. This paper mainly selects Xi'an, Chongqing and other western central cities as the object of comparison in the construction of regional financial center. At the same time, it draws lessons from a large number of literature and material experience at home and abroad, and refers to the main practices and achievements of the relevant regions. On this basis, through investigation and research, this paper probes into the elements of establishing financial center and the strategies of each region, and based on the results of empirical investigation and analysis, puts forward the concrete ideas and countermeasures of Chengdu in the process of constructing the western financial center. Comparative analysis of investigation data is the main research method adopted in this paper. In addition, literature analysis, functional analysis, empirical summary and other research methods are also applied in this paper. Based on the network, the library provides the information resource interface, reads the domestic and foreign related research literature in a large amount, understands the existing achievements and the latest research trends; At the same time, the actual investigation of the real situation of each research object, pay attention to its development trends, for this study to provide time-sensitive research materials; On the basis of literature reading, theoretical review and practice, the key points of financial center construction are summarized. This paper consists of six parts. The first part of the introduction introduces the background and significance of this study by presenting the domestic and foreign related research review, research content, methods and so on. The second part is an overview of the development of international and domestic financial centers. Summarize and sort out the related issues about the construction of financial center; The third part will analyze the background of the construction of the western financial center, including the necessity, advantages, opportunities and challenges of Chengdu to promote the construction of the western international financial center. The fourth part of the data analysis, Chengdu, Chongqing, Xi'an in the establishment of the western financial center of the various conditions for data investigation and analysis; The fifth part will discuss the ideas of development and construction, based on the development goals and development principles, based on the Chengdu financial headquarters business district led by the three major financial agglomeration areas to explore its future industrial development positioning and the direction of industry introduction; The sixth part is the work suggestion, puts forward the suggestion to the west finance center related work. The main conclusions of this study are as follows: Chengdu is the most suitable city to set up regional financial center in western China. Based on the characteristics of Chengdu's natural agglomeration financial industry, it can be used as the economic power engine of western China by optimizing the regional planning structure, standardizing the introduction of financial format, increasing the preferential intensity and pertinence of the policy. On the basis of the conclusion, the paper puts forward the suggestion of constructing the financial center in a broad sense and provides reference for the government.
