X银行IT外包项目风险管理

【摘要】:银行IT外包项目已经发展多年并且已被银行业广泛应用,通过将IT项目外包可以提高银行核心竞争力。由于IT系统在建设时具有成本高、业务范围广、安全级别要求高等特点,系统建设存在大量不确定因素,往往具有很大的风险性,因此加强IT项目的风险管理,尤其是外包的项目,对系统建设的成功率和业务的快速发展具有重要意义。 本文结合X银行IT外包项目的实施,,对X银行IT外包项目的风险管理进行了研究与分析,为X银行IT外包项目构建了全面风险管理体系,并基于X银行IT外包项目实施过程中存在的各种风险因素,以问卷调查收集及分析了X银行IT外包项目实施中的关键风险因素。通过分析结果表明,业务需求分析有误、外包公司选择错误、业务需求变更、外包公司管理、业务不配合、费用超预算、实现方案不完善、沟通不畅、技术骨干流失、项目延期等十大风险是影响X银行IT外包项目实施的关键风险因素。 针对X银行IT外包项目实施的关键风险因素,通过使用解释结构模型(ISM)的方法,研究了X银行IT外包项目实施的风险因素关系,通过计算得出各关键风险的关系图,并得出技术骨干流失、外包公司选择错误、沟通不畅是导致项目实施失败根本的原因。 本文通过采用风险管理理论和具体案例的实践对银行IT外包项目的风险管理进行了系统的分析和研究,研究结果如下:(1)在X银行IT外包项目风险管理分析的基础上,构建了X银行IT外包项目全面风险管理体系。(2)运用ISM解释结构模型分析得出X银行IT外包项目的风险解释结构模型。(3)分析X银行IT外包项目的关键风险,并提出了相应的规避措施。 总之,本文应用解释结构模型分析了X银行IT外包项目过程中各种风险因素之间的关系以及风险产生的根源,并提出相应的控制及规避措施,其目的是改进X银行IT外包项目的风险管理能力,从而保障项目的顺利实施。
[Abstract]:Bank IT outsourcing project has been developed for many years and has been widely used in banking industry. IT project outsourcing can improve the core competitiveness of banks. Because the IT system has the characteristics of high cost, wide business scope and high security level requirements, there are a lot of uncertain factors in the system construction, which often have great risk, so strengthen the risk management of IT project. Especially the outsourcing project is of great significance to the success rate of system construction and the rapid development of business. Based on the implementation of X Bank IT outsourcing project, this paper studies and analyzes the risk management of X Bank IT outsourcing project, and constructs a comprehensive risk management system for X Bank IT outsourcing project. Based on the various risk factors existing in the implementation of IT outsourcing project in Bank X, the key risk factors in the implementation of IT outsourcing project in Bank X are collected and analyzed by questionnaire survey. The results show that the business requirements analysis is wrong, the outsourcing company is wrong in choice, the business demand is changed, the outsourcing company is managed, the business is not coordinated, the cost exceeds the budget, the realization scheme is not perfect, the communication is not smooth, and the technical backbone is lost. Ten risks, such as project postponement, are the key risk factors that affect the implementation of IT outsourcing project in X Bank. Aiming at the key risk factors of IT outsourcing project implementation in Bank X, the relationship between risk factors in the implementation of IT outsourcing project in Bank X is studied by using the method of explaining structure model (ISM), and the relationship diagram of each key risk is obtained by calculation. It is concluded that the loss of technical backbone, the wrong choice of outsourcing companies and the poor communication are the fundamental reasons for the failure of project implementation. This paper makes a systematic analysis and research on the risk management of bank IT outsourcing project by using the theory of risk management and the practice of concrete cases. The research results are as follows: (1) based on the risk management analysis of X Bank IT outsourcing project, The comprehensive risk management system of X Bank IT outsourcing project is constructed. (2) the risk interpretation structure model of X Bank IT outsourcing project is analyzed by using ISM interpretation structure model. (3) the key risks of X Bank IT outsourcing project are analyzed. The corresponding circumvention measures are put forward. In a word, this paper analyzes the relationship between various risk factors and the root causes of risk in the process of X Bank IT outsourcing project by using the explanatory structure model, and puts forward the corresponding control and circumvention measures. The purpose of this paper is to improve the risk management ability of X Bank IT outsourcing project, so as to ensure the smooth implementation of the project.
