【摘要】：伴随着全球产业结构的升级,服务型经济进一步深化,国际直接投资的重点也转向服务业,且有逐渐向知识技术密集型的现代服务业倾斜的趋势。改革开放以来,我国服务业持续快速发展,服务业内部结构不断优化。加入WTO以后,我国服务业内部各部门开放程度不断提高,越多越多的外商直接投资流入服务业领域,但服务业FDI在行业内的分布很不均匀。我国政府开始格外注重服务业FDI的行业导向,鼓励外商投向附加值较高的现代服务业。在这样的背景下,研究服务业FDI与服务业内部结构之间的关系以及如何更好地利用服务业FDI促进服务业内部机构优化具有重要的理论意义。中国服务业地区之间的发展水平相差较大,吸引外资的能力也各不相同。山东省作为中国的经济大省也是重要的工业大省,长期以来,服务业都是经济发展的短板。"十二五"期间,山东省将推动服务业转型发展定为经济转型升级和结构调整的战略重点和主攻方向,服务业呈现出整体规模扩大、增长速度加快、产业结构和内部结构不断向好发展的势头。但是同其他省份相比,山东服务业依然存在很多问题,尤其是服务业内部结构不合理,传统服务业占比大,现代服务业发展相对滞后。这些问题都必须得到正视。服务业FDI作为相对内资更为优质的资源,可以从资金层面、技术层面和管理层面为山东省服务业带来支持,从而起到壮大山东省服务业发展规模的作用,并对服务业内部结构造成影响。本文从理论分析和实证检验两个角度,研究了山东省服务业FDI与服务业内部结构优化之间的关系。本文共分为六个章节。首章是绪论,包括背景、意义、创新与不足等。第二章是文献综述,从服务业FDI与服务业经济增长以及服务业FDI与服务业内部结构这两方面对国内外相关文献进行了回顾。第三章是现状分析,分析了山东省服务业FDI和服务业的发展现状,并与江苏、广东和全国进行了比较分析。第四章是机理分析,从资本补缺、技术溢出、收入需求三个效应角度阐释了服务业FDI优化服务业内部结构的作用机理。第五章是实证分析,选取山东省1993-2015年的相关数据,通过格兰杰因果检验和建立传导模型进行机理检验,得出结论:山东省服务业FDI是服务业内部结构优化的单向格兰杰原因,且主要通过技术溢出和收入需求两个途径促进了服务业内部结构的优化,资本效应则不显著。第六章是结论和政策建议,首先基于全文分析做出总结,并据此提出了针对性的政策建议:优化外商投资环境,吸引更多服务业FDI;根据发展需求,加强服务业FDI的行业导向力度;加大教育投入,培养高端服务业人才;提高城乡居民可支配收入,加快消费理念向高层次转变。
[Abstract]:With the upgrading of the global industrial structure, the service economy has further deepened. The focus of international direct investment has also shifted to the service industry, and has gradually tilted towards the modern service industry of knowledge intensive technology. Since the reform and opening up, the service industry in China has been developing rapidly and the internal structure of the service industry has been optimized continuously. After China's entry into WTO, the openness of various sectors of China's service industry is increasing. More and more foreign direct investment flows into the service sector, but the distribution of FDI in service industry is uneven. The government of our country has begun to pay special attention to the industry orientation of FDI in service industry and encourage foreign investors to invest in modern service industry with higher value-added. Under such a background, it is of great theoretical significance to study the relationship between the service industry FDI and the internal structure of the service industry, and how to better utilize the service industry FDI to promote the optimization of the internal mechanism of the service industry. The level of development between China's service industries is quite different, and the ability to attract foreign capital is different. Shandong Province, as the big economic province of China, is also an important industrial province. For a long time, the service industry is the short board of economic development. During the period of 12th Five-Year, Shandong will promote the transformation and development of service industry as the strategic focus and main direction of economic transformation and upgrading and structural adjustment. The service industry presents the momentum of expanding the whole scale, accelerating the growth rate, and constantly improving the industrial structure and internal structure. However, compared with other provinces, there are still many problems in Shandong's service industry, especially in the inner structure of service industry, the proportion of traditional service industry is large, and the development of modern service industry is lagging behind. All these problems must be looked forward to. Service industry FDI as a relatively high-quality domestic resource, can provide support for Shandong's service industry from the level of capital, technology and management, so as to expand the scale of Shandong's service industry and influence the internal structure of service industry. From two angles of theoretical analysis and empirical test, this paper studies the relationship between the service industry FDI and the internal structure optimization of service industry in Shandong province. This article is divided into six chapters. The first chapter is the introduction, including the background, the significance, the innovation and the shortage, etc. The second chapter is the literature review. It reviews the domestic and foreign literature from two aspects, namely, the service industry FDI and the service industry's economic growth, the FDI structure of service industry and the internal structure of service industry. The third chapter is the analysis of the status quo of the FDI and service industry in Shandong Province, and compared with Jiangsu, Guangdong and the whole country. The fourth chapter is the mechanism analysis. From the three effects of capital deficiency, technology spillover and income demand, it explains the mechanism of FDI's optimization of service industry's internal structure. The fifth chapter is the empirical analysis of related data from 1993-2015 in Shandong Province, through the Grainger causality test and mechanism of conduction model test, draw the conclusion: the service industry of Shandong province FDI is a one-way Grainger reason optimize the internal structure of the service industry, and promote the optimization of the internal structure of the service industry through technology spillover and income demand two way, capital effect is not significant. The sixth chapter is the conclusion and policy recommendations, based on the analysis of the summary, and puts forward specific policy recommendations: optimize the investment environment, attract more service FDI; according to the requirements of development, strengthen the industry oriented efforts of service industry FDI; increase investment in education, cultivate high-end service personnel; improve the urban and rural residents disposable to speed up the transformation of income, consumption concept to a higher level.
