老挝对外贸易战略研究

【摘要】：老挝是欠发达的社会主义国家,社会经济的发展以农业为主,工业基础发展较为薄弱。老挝从1986年开始实行革新开放,逐步建立起了市场经济体系,使得经济得到了快速的发展,对外贸易不断扩大,对老挝经济发展的促进作用日益显著,特别是在老挝加入东盟以后,对外贸易稳步增长,对外贸易的发展逐步成为了促进老挝经济发展的主要动力之一,因而深入对老挝对外贸易战略的研究具有显著的现实意义。本文在通过对老挝对外贸易发展深入了解的基础上,首先深入分析总结对外贸易战略相关的理论,对不同经济发展阶段选择不同对外贸易战略从理论上深化认识；然后,分析借鉴世界其他国家对外贸易发展战略实施的经验,分别选择同样处于贫困状态的非洲、具有丰富石油资源的中东,以及实现快速发展中国、日本、韩国作为借鉴对象加以分析,从中得出老挝不能将丰富的自然资源作为对外贸易的要素禀赋,避免陷入比较优势陷阱,而应着重发展劳动密集型产业并重视新兴产业的发展,为实现要素禀赋的逆转做好准备；其次,对老挝对外贸易发展的现状进行研究分析,通过对老挝对外贸易结构的分析,充分探讨到老挝经济发展中具备的优势与问题。最后结合理论部分与国际实践的启示,明确老挝当前对外贸易发展对综合优势战略的选择,并为老挝实现综合优势战略提出建议,明确指出选择个别高新技术产业作为主导产业,但不能脱离实际,忽视自身要素禀赋,应采取多元化区域发展,同时可集中资源发展个别产业,实现局部式跨越,另外,在发展过程中务必要重视交易效率的提高,减少交易费用。
[Abstract]:Laos is a underdeveloped socialist country, the development of the social economy dominated by agriculture, industrial development foundation is weak. Laos began the implementation of reform and opening up in 1986, and gradually establish a market economy system, the economy has been the rapid development of foreign trade is continuously expanding, the Laos role in promoting economic development is increasing, especially in Laos after joining ASEAN, the stable growth of foreign trade, foreign trade development has gradually become one of the main power to promote the economic development, and in-depth research on Laos foreign trade strategy has significant practical significance. Based on the in-depth understanding of the Laos Foreign Trade Development, first in-depth analysis summary of the theory of foreign trade strategy related to different stages of economic development, choose different foreign trade strategies to deepen understanding in theory; then, analysis from the world The implementation of the foreign trade development strategy has the experience of other countries, respectively, choose the same in the state of poverty in Africa, the Middle East is rich in oil resources, and realize the rapid development of Chinese, Japan and South Korea as the example to analyze, draw from Laos cannot be rich in natural resources as a factor endowment of foreign trade, to avoid falling into the trap of comparative advantage, but should focus on the development of labor-intensive industries and attach great importance to the development of new industries, to prepare for the implementation of factor endowment reversal; secondly, the status quo of Laos Foreign Trade Development Research, through the analysis of Laos foreign trade structure, to fully explore the advantages and problems with Laos economic development. Finally, enlightenment the theory and international practice, the clear Laos Foreign Trade Development of the comprehensive advantages of strategic choice, and to realize the integrated advantages of Laos Suggest potential strategy, clearly pointed out that the selection of individual high-tech industry as the leading industry, but can not be divorced from reality, neglect their own factor endowment, should adopt diversified regional development, and concentrate on the development of individual industries, to achieve local leapfrog, in addition, must pay attention to the transaction efficiency in the development process improvement, reduce the transaction costs.
