【摘要】：海关作为上层建筑的重要组成部分,是衔接国际、国内公共管理的“国门”,必须全面平衡“把关”和“服务”的关系。尤其是中国进入新一轮改革开放时期。作为一个快速崛起的发展中大国,在新一轮改革开放背景下,如何创新监管理念,以海关为中心,通过部门合作、“海关—商界”合作等方式改进现有以行政管理为主的通关模式,不仅具有显著的现实意义,同时也是对海关监管理论的创新。本文研究新一轮改革开放背景下的我国海关监管制度,论文具体结构如下:第一章梳理文献,研究表明,现有西方海关监管理论更多以经典贸易理论模型和管理学分析方法为基础,理论分析中通常将进出口环节的众多成本为简化为一个统一的“关税”,但现实中虽然海关是口岸管理部门的中心、征收关税也是海关的基本职能,但实际贸易便利化政策效果和通关成本往往很大程度上受到便利化“短板”部门以及部门间协调效果的影响,因此需要建立专门的经济学模型研究;第二章的理论模型表明海关监管效率直接影响出口商对于东道国的选择,海关只有通过与其他口岸部门合作,并且将监管重点从事中货物监管向事前、事后的企业监管转移,加强自身政策透明,才更利于提升本国企业的出口竞争力;第三章“纵向”分析了中国海关现有监管制度的沿革、现状及特点,表明现有监管手段更多集中在事中的行政管理;第四章以新一轮改革开放为背景,分析中国海关在十八大之后主要推进的一系列便利化措施,分析政策必要性和实施效果;第五章“横向”对比部分发达国家海关贸易便利化、服务标准化以及服务新业态的改革创新,并且结合中国海关关境保护、监管执法需要探讨其适用性和可行性;第六章在前述文献、理论模型、“纵向”和“横向”分析的基础上,提出中国海关监管制度未来进一步完善的政策建议。研究表明,海关监管对于外贸具有直接影响,但是发挥贸易便利化的政策效果需要海关与口岸部门合作,并且应该透明通关程序、加强海关与商业的合作。面对新一轮改革开放需要以及经济新势、贸易新业态,中国海关还需要在现场通关、加工贸易、跨境电商等监管领域进行改革,并且结合“互联网+政务服务”、全供应链服务便利、“一带一路”沿途口岸部门国际合作等领域继续深化改革。
[Abstract]:Customs is an important part of the superstructure, is the interface between the international and domestic public management abroad, must be comprehensive and balanced "gatekeeper" and "service". How to innovate the supervision by the Customs Department as the center, through cooperation, "to improve the existing administrative management of customs clearance mode, business cooperation, not only has significant practical significance, but also for the innovation of customs supervision of China Customs supervision system. This paper studies a new round of reform and opening up under the background of and the specific structure of paper is as follows: the first chapter of the literature review, the existing western customs supervision theory, more to the classical trade theory model and management method based on analysis, theory analysis. Many will cost the import and export link is simplified to a uniform tariff, but in reality, although the customs is the port administrative departments in the center of the basic functions of the Customs Tariffs and trade facilitation policy, but the actual effect and clearance costs tend to a large extent by the facilitation of "short board" departments as well as the influence of coordination effect, so it is necessary to establish special economic model research; the second chapter of the theoretical model that directly affect the efficiency of customs supervision in the host country's exporters, customs and other port departments only through cooperation, and will be the focus of supervision in the supervision of goods to advance, after the transfer of supervision enterprises, strengthen its policy of transparency, it more conducive to enhance its export competitiveness of enterprises; the third chapter analyzes the evolution of the "vertical" China existing customs supervision system, the status quo and characteristics that The existing administrative supervision means more concentrated in the matter; the fourth chapter is on the background of a new round of reform and opening up, a series of measures to facilitate the main propulsion Chinese customs in eighteen after the analysis of the necessity of policy and implementation; the fifth chapter "horizontal" comparison of some developed countries customs trade facilitation, reform and innovation the service standard and service of new formats, and the combination of Chinese customs territory protection, regulation and law enforcement needs to investigate its applicability and feasibility; the sixth chapter in the literature, theoretical model, basis of "vertical" and "horizontal" analysis, put forward policy recommendations to further improve the future of the China customs supervision system. The results show that the supervision of the Customs has a direct impact on foreign trade, but the use of trade facilitation policy need customs cooperation and port authorities, and should be transparent and customs procedures, customs and business Industry cooperation. In the face of a new round of reform and opening up and economic potential, a new form of trade, China customs also need in the field of processing trade, customs clearance, and other regulatory reform of the field of cross-border electricity supplier, and the combination of "Internet plus government services, supply chain service facilities," The Belt and Road "along the port Department of international cooperation other areas continue to deepen the reform.
