【摘要】：电力建设项目由于投资额巨大常面临缺乏建设资金的问题,同时电力行业具有超前发展的特性,其投资建设必然超前于其他行业,否则极容易成为国民经济整体发展的瓶颈并对整个经济结构的合理化造成影响。融资租赁是一种新型的融资方式,具有所有权和使用权分离、租赁方式灵活以及税收节约等优势,再加上项目融资具有的项目导向、有限追索权、风险分担等特点,项目融资租赁模式可以使电力企业利用有限的资金发挥杠杆作用,利用合理的风险控制措施和收益分配方案撬动更多社会资金参与项目建设,发挥“四两拨千斤”的作用。电力建设项目既可以获得急需的项目建设资金,又可以在传统的银行信贷方式之外开辟一条利息负担更轻、企业还款压力更小的融资渠道。本文主要阐述了在电力建设项目中应用项目融资租赁模式的方式。首先介绍了融资租赁的基本形式和特征,以及项目融资的概念及其特点,并初步探讨了融资租赁和项目融资在电力建设项目中结合应用的可能性。继而介绍并分析了不同的租金偿还模式及对承租人收益影响的基础上,通过不同融资方式给承租人综合融资成本造成的不同影响,并通过实证对比的方式验证了项目融资租赁新模式应用于电力建设项目在经济上的可行性。最后基于租赁双方的角度对项目融资租赁合同制定的要点和项目不同时期租赁双方的责权约束和风险分配方式。本文主要的贡献在于创造性地提出了项目融资租赁模式以及以承租人综合融资成本为标准的融资评价体系。通过有机融合融资租赁和项目融资所具有的所有权和使用权分离、项目导向、有限追索和风险分担等特点,最终证明利用该模式在电力建设项目中是可行的。
[Abstract]:Due to the huge amount of investment in power construction projects often face the problem of lack of funds for construction, at the same time, the power industry has the characteristics of advanced, the investment construction must be ahead of other industries, or extremely easy to become the bottleneck of the overall development of the national economy and the reasonable of the entire economic structure caused by the impact. Financial leasing is a new way of financing that is separation of ownership and right to use, flexible lease and tax saving and other advantages, coupled with the project financing of project oriented, limited recourse, risk sharing, project financing lease mode power companies are able to use the Limited funds leverage, reasonable use of risk control measures and income distribution scheme leveraging more social capital to participate in the project construction, play "42 pounds". The electric power construction project can not only get a much-needed capital construction project Gold, and may be outside the traditional banking credit opened a interest burden lighter, smaller enterprises repayment pressure financing channels. This paper mainly discusses the application of project financing lease mode in electric power construction projects. First introduced the basic form and characteristics of financial leasing, as well as the concept and characteristics of project financing, and preliminary Study on the financing lease and project financing in electric power construction projects with the possibility of the application. Then introduces and analyzes the different rent repayment mode on the basis of the lessee and the income effect, through different ways of financing to influence overall financing costs caused by the lessee, and the application of new pattern of project financing lease in electric power construction project economic feasibility is verified by empirical way. Finally, based on the perspective of both leasing project financing lease contract to develop Right restriction and risk distribution and different period of the lease between the two sides. The main contribution of this paper is creatively put forward the mode of project financing lease and financing evaluation to the lessee for comprehensive financing cost standard system. Through the organic integration of financial leasing and financing of this project has the ownership and use right separation, project oriented, characteristics limited recourse and risk sharing, and ultimately prove that the model is feasible in electric power construction projects.
