H公司公租房项目的质量管理改进研究

【摘要】：公共租赁住房是政府为帮助解决社会中低收入群体的居住问题而推出的政策性住房,是保障性住房民生工程中最为重要的举措之一。虽然在国务院的多次强调和号召下,大力推行和发展公租房建设已经成为各地政府和房地产开发商的共识,然而当公租房项目建成上市之时,却在全国各大城市中都普遍出现了“热建不热销”、“叫好不叫座”的现象,一些公租房小区的整体租住率较低,有的还出现了租住率逐年下滑的现象。导致这一现象的原因有很多,除了部分租客反应的公租房申请门槛较高、审批周期较长等政策性因素外,公租房项目本身的建设质量问题也是最直接的原因之一。针对公租房在我国还处于起步阶段,政府监管部门和项目承建单位对于这一特殊形态的房地产建设项目都还缺乏质量管理经验的现状,论文结合H公司已完工的公租房A地块项目质量管理的实际情况,通过亲身实践和实地调查来收集整理项目实施各阶段所发生的质量问题;运用头脑风暴法和鱼骨图来排查对项目质量管理产生影响的各类因素;运用帕累托图和层次分析法对质量管理影响因素的分布情况和重要性程度进行分析,并从中找出公租房项目质量管理的关键影响因素和质量问题主要原因。为了能够切实提高H公司公共租赁住房项目的质量水平,建造出真正以人为本的惠民安居工程,使其发挥应有的社会保障价值,论文基于项目质量管理问题的主要原因,参考PDCA循环改进原则,对H公司及还未完工的公租房B地块项目提出了有针对性的质量管理改进对策,建议H公司构建一套系统完善的质量管理体系,重视公租房B地块项目在设计、施工和采购等关键质量控制点的管理和制定与实施相应的质量改进保障措施等。
[Abstract]:The policy of housing public rental housing is the government to solve the housing problem of low-income groups to help society and launched, is one of the most important measures of the affordable housing project of people's livelihood. Although the State Department has repeatedly stressed and call, and vigorously promote the development of public rental housing construction has become a local government and real estate developers consensus however, when the public housing project completed the listing, but in the national each big city are generally a "hot hot", build "good class" phenomenon, the overall rental some public rental housing rate is low, some even the rental rate decline year by year. There are many reasons for this phenomenon a phenomenon, in addition to public rental housing tenant part response higher threshold for the application, the approval cycle is longer and other policy factors, the construction of public rental housing quality problems of the project itself is one of the most direct cause. For public rental housing is still at the starting stage in our country, the present situation of the government supervision department and the project construction unit for this special form of real estate construction projects are still lack of experience in quality management, combined with the H A block of public rental housing project quality management has completed the actual situation, to collect the quality problems occurring in the consolidation project the implementation of the various stages through practice and investigation; various factors by using the method of brainstorming and fishbone diagram to troubleshoot the impact on project quality management; impact analysis using the Pareto diagram and AHP method of quality management for the distribution and importance degree are analyzed, and find out the key influencing factors of the public housing project quality management and the main reason from quality problems. In order to effectively improve the quality level of H company of public rental housing projects, the construction of a truly people-oriented Hui Minan In the project, to play its due value of social security, the main cause of project quality management problems based on the reference PDCA cycle improvement principle, to H company and has not yet completed public rental project put forward a B block to countermeasures to improve the quality management system, a set of perfect quality management system construction proposal H pay attention to public rental housing, land B project in the design, construction and procurement of key quality control points management and formulation and implementation of the improvement measures.
