【摘要】：基于实地调查数据,本文考察了水域滩涂养殖证对渔户贷款可得性的影响。研究结果表明,养殖证对渔户贷款可得性具有显著促进作用,并增加了渔户选择养殖高风险高收入水产品的概率。进一步分析表明,养殖证提升了渔户从正规金融机构获取贷款的能力,但对渔户从亲戚朋友、非正规金融机构以及其他借款渠道获得借款的能力并无显著影响;此外,经营权产权界定程度与渔户贷款可得性之间也没有表现出显著相关关系。这些结果表明,在现阶段,养殖证对渔户贷款可得性的提升作用主要是因为在养殖证制度建设过程中政府担保的出现,而非养殖证所体现的水域滩涂养殖使用权确权。这些结果的政策含义是,仅仅依靠确权并不能有效解决农村信贷约束问题,确权作用的有效发挥还需其他配套制度的跟进。
[Abstract]:Based on field survey data, this paper examines the aquaculture license availability impact on fishermen loans. The results show that the aquatic breeding certificate has significant promoting effect of the fishermen loans and increase the probability of selection of fishermen, breeding of high risk and high income of the aquatic products. Further analysis shows that the aquaculture permits to enhance the ability of acquiring fishermen loans from formal financial institutions, but the fishermen from friends and relatives, the informal financial institutions and other channels to obtain loan borrowing capability is no significant effect; in addition, the definition of property rights and management rights of fishermen loan availability also showed no significant correlation. These results indicate that in the present stage, the fishermen breed card to enhance the role of the loan is mainly because of government guarantees in process of aquaculture permits in the construction of the system, rather than by culture embodied the fishery right to use. The policy implication of these results is that only relying on the right to confirm can not effectively solve the problem of rural credit constraints, and the effective play of the right function needs the follow-up of other supporting systems.
