基于AHP分析的黑龙江省村镇银行问题研究

【摘要】：2015年10月29日召开的党的十八届五中全会规划了“十三五”纲要,12月18日至21日召开的中央经济工作会议把工作重点转移到落实规划纲要上,在对创新金融服务、提高对实体经济的服务效率、防范化解金融风险等工作进行了重点部署。面对复杂的经济形势,需要认真总结过去五年我国银行业取得的主要成效和经验,分析当前面临的重大机遇和挑战,明确未来五年的发展方向和目标,为我国银行业创新发展谋好篇、布好局。我国村镇银行尤其是黑龙江省村镇银行从建立发展到现在,一直没有停止改革的步伐,现有对黑龙江省村镇银行发展的研究主要存在两点不足之处:一是国外学者对社区银行的研究主要是针对发达国家,其有效的经营方式还不能完全运用到我国村镇银行上来;二是学者以不同的视角对我国村镇银行进行研究,主要是从政府、村镇银行和监管机构三个方面提出对策建议,提出的对策建议在一定程度上没有针对性。因此本文以黑龙江省村镇银行作为研究对象,首先对村镇银行的内涵进行界定,并对其特点进行归纳,村镇银行是具有经营规模小、经营决策比较迅速和资金存贷集中于农村地区的新型农村金融机构,将农业信贷补贴理论、农村金融市场理论和农村金融不完全竞争理论作为本文的理论基础。其次对黑龙江省村镇银行经营现状及存在的问题进行剖析,以此为依据,运用AHP分析法来对黑龙江省村镇银行经营的影响因素进行分析,选择4个一级指标和12个二级指标,运用AHP分析法构建指标体系,进行一致性检验和综合权重排名,并且运用比较分析法将我国典型村镇银行进行对比,为黑龙江省村镇银行的经营提供经验借鉴。最后,结合实证分析的结果,得出信贷模式对黑龙江省村镇银行经营发展来讲尤为重要,基于此,本文提出黑龙江省村镇银行需要在明确价值定位、丰富信贷产品、创新抵押贷款品种、重点推行网络建设,加强金融环境建设五个方面进行改进,才能够达到可持续发展的目标。
[Abstract]:In October 29th 2015, the Fifth Plenary session of the 18 CPC Central Committee planned the outline of the 13th Five-Year Plan. The central economic work conference held from December 18th to 21st shifted the focus of the work to the implementation of the outline of the plan to innovate financial services and improve the efficiency of service to the real economy. In the face of the complex economic situation, it is necessary to seriously sum up the main achievements and experiences of China's banking industry in the past five years, and analyze the major opportunities and challenges facing China. Make clear the development direction and goal of the next five years, seek for our country's banking industry innovation and development, lay a good bureau. Our country village bank, especially the Heilongjiang province village bank develops from the establishment to the present. Has not stopped the pace of reform, the existing research on the development of village banks in Heilongjiang Province, there are two main deficiencies: first, the study of foreign scholars on community banks is mainly aimed at developed countries. Its effective management method can not be fully applied to the village bank of our country; Second, scholars from different perspectives of the study of rural banks in China, mainly from the government, village banks and regulatory bodies to put forward three aspects of countermeasures. Therefore, this paper takes Heilongjiang Village Bank as the research object, first of all, the connotation of the village bank is defined, and its characteristics are summarized. Village bank is a new type of rural financial institution with small operation scale, rapid management decision and concentrated fund deposit and loan in the rural area. The theory of agricultural credit subsidy is put forward. The theory of rural financial market and the theory of incomplete competition of rural finance are the theoretical basis of this paper. Secondly, the paper analyzes the present situation and existing problems of rural banks in Heilongjiang Province, based on which. AHP analysis method is used to analyze the influencing factors of village and town bank management in Heilongjiang province. Four primary indexes and 12 secondary indexes are selected and the index system is constructed by using AHP analysis method. Consistency test and comprehensive weight ranking, and the use of comparative analysis to compare the typical village banks in China, for Heilongjiang Province village banks to provide experience for reference. Finally, combined with the results of empirical analysis. The conclusion is that the credit model is particularly important for the development of village banks in Heilongjiang Province. Based on this, this paper puts forward that the village banks in Heilongjiang Province need to define the value orientation, enrich credit products, and innovate the variety of mortgage loans. Only by carrying out network construction and strengthening financial environment construction can we achieve the goal of sustainable development.
