基于EVLN模型的国有企业人才流失风险预警及干预措施研究

【摘要】:随着我国改革开放和市场经济速的快速发展,随着市场化的人才管理流程的普及,人才流动越来越频繁。当前,社会各界对国有企业人才流失问题关注度较高,正是因为人才的大量流失,才导致我国国有企业未来发展前景堪忧,众所周知,国有企业的快速健康发展,对于一个国家的国民经济发展而言,有着不可忽视的重要作用,因此,针对国有企业人才流失问题进行分析,对于国有企业改革而言,有着极大的帮助。本论文以EVLN模型理论(Exit,Voice,Loyalty和Neglect,简称EVLN模型)作为研究基础,以X国有独资企业作为研究对象,结合EVLN模型理论的特点,剖析该企业员工行为反应,得出员工对工作及企业的满意度表现;通过对某国有独资企业人力资源管理过程中出现的人才流失的现状、基本性质与特点、员工流失造成的危害、以及该企业近年来人才流失的深层次原因,包括内部及外部原因等方面进行分析,系统地了解企业人才管理的现状与问题,针对这些问题构建人才流失预警体系,X国有独资企业专门制定了人才流失干预措施,具体包括科学规划,合理用人;开发人才,完善机制;有效激励,提高满意度等具体有效的措施。本文研究在理论上进一步丰富了对国有企业人才流失风险预警及干预措施的探讨,同时拓宽了EVLN行为影响因素的研究前沿,在实践中可以唤起国有企业高层管理者对人才流失问题的高度重视,为国有企业管理层及时发现人才流失动向提供指导。
[Abstract]:With the rapid development of market economy and the reform and opening-up of our country with the popularization speed, market-oriented talent management process, the flow of talent is more and more frequent. At present, the community a high degree of concern on the brain drain of state owned enterprise, it is because of the loss of a large number of talents, which leads to poor prospects for the future development of China's state-owned enterprises as everyone knows. The rapid and healthy development of state-owned enterprises, for a country's national economic development, plays an important role can not be ignored, therefore, the problem of brain drain in state-owned enterprises is analyzed, for the reform of state-owned enterprises, has a great help. In this paper, the theory of EVLN model (Exit, Voice, Loyalty and Neglect, referred to as EVLN model) as the research foundation, the X of state-owned enterprises as the research object, combined with the characteristics of EVLN model theory, analyzes the behavior of employees should get employees to work against, and The satisfaction of enterprise; through the status quo of a wholly state-owned enterprise human resources management in the process of talent loss, basic properties and characteristics, the harm caused by the loss of staff, deep-seated reasons and the enterprise brain drain in recent years, including the internal and external reasons and other aspects of analysis, systematic understanding of the status quo and problems of enterprise talents management, in order to solve these problems early warning system of talent construction, X state-owned enterprise specially formulated talents interventions, including scientific planning, rational use; development of talents, improve the effective incentive mechanism; and measures to improve the satisfaction of specific and effective. This study theoretically further enriches the study on brain drain in state owned enterprises the risk of early warning and intervention measures, and broaden the research frontier factors EVLN behavior in practice can arouse the enterprise senior management The scholars attach great importance to the problem of brain drain, and provide guidance for the management of state-owned enterprises to find out the trend of brain drain in time.
