山东省科技金融服务体系优化及仿真模拟研究

【摘要】：新常态下,中国经济增速放缓,经济增长方式正逐渐从资源粗放型向资源集约型转变,产业结构也开始由劳动密集型的制造业向服务业与高质量的制造业转变。在此背景下加快科技企业的发展无疑是推动经济结构转型升级的重要突破口。科技企业通常具有高风险的产业特征,同时融资需求比较大,因此科技产业与金融产业的融合有助于科技企业寻求融资。科技金融服务的有效性直接决定了科技金融体系的有效性,完善区域科技金融服务体系是各国家和地区发展科技金融,促进创新发展的核心任务之一。鉴于此,本文在回顾国内外经典文献以及文献综述的基础之上,结合国外科技与金融结合互动的经验以及国内其他省市的科技金融服务体系特点,对于山东省科技金融服务现状亮点和不足之处进行了剖析。此后,通过EVIEWS软件建立时变参数状态空间模型对科技金融服务的动态效应进行分析,并使用MATLAB软件对山东省科研经费支出、重要科技成果数量、科学研究和综合技术服务业产值进行仿真模拟。最后基于上述分析从政府、金融机构与专业性服务机构、企业三个层面提出优化建议。
[Abstract]:Under the new normal, China's economic growth rate is slowing, and the mode of economic growth is gradually changing from the extensive type of resources to the intensive type of resources. The industrial structure has also begun to change from labor-intensive manufacturing to service industry and high-quality manufacturing industry. In this context, speeding up the development of science and technology enterprises is undoubtedly an important breakthrough in promoting the transformation and upgrading of economic structure. Often with high-risk industry characteristics, At the same time, there is a relatively large demand for financing. Therefore, the integration of the science and technology industry and the financial industry helps science and technology enterprises to seek financing. The effectiveness of science and technology financial services directly determines the effectiveness of the science and technology financial system. Improving the regional sci-tech financial service system is the core of Ren Wuzhi in developing science and technology finance and promoting innovation development in all countries and regions. In view of this, this paper reviews the classical literature and literature review at home and abroad. Combined with the experience of the combination of foreign science and technology and finance, and the characteristics of science and technology financial service system of other provinces and cities in China, this paper analyzes the current situation and deficiency of science and technology financial service in Shandong Province. The dynamic effect of sci-tech financial service is analyzed by establishing time-varying parameter state space model with EVIEWS software, and the amount of important scientific and technological achievements is analyzed by using MATLAB software to expend scientific research funds in Shandong Province. Finally, based on the above analysis, the optimization suggestions are put forward from three aspects: government, financial institution and professional service organization, and enterprise.
