数字货币理论与实践研究进展

【摘要】：近年来,随着区块链、大数据与云计算等金融科技的发展,数字货币创新并快速发展成为世界各国关注的焦点,许多国家的中央银行正在积极研究发行主权数字货币相关技术的可行性,这推动了数字货币的理论与实践进入繁荣发展阶段。本文对数字货币的技术与实践源流、理论模式演进与实践进展脉络进行了梳理,试图归纳出数字货币的演进规律和趋势,分析数字货币对主权国家以及全球金融体系可能产生的影响。本文认为,技术推动了货币形态的演进和创新,数字货币本身属于信用货币,必须由中央银行控制发行;未来中央银行发行的主权数字货币可能作为一种补充性法定货币;同时货币当局要加强对私人数字货币的规范和监管,由于其不具有公信力,投机性强,应将其应用严格控制在局部范围之内,对于利用私人数字货币进行的非法融资活动要坚决取缔。
[Abstract]:In recent years, with the development of block chain, big data and cloud computing and other financial technologies, digital money innovation and rapid development has become the focus of attention of all countries in the world. The central banks of many countries are actively studying the feasibility of issuing sovereign digital money related technologies, which has pushed the theory and practice of digital money into a prosperous stage of development. The evolution of theoretical model and the development of practice have been combed, and the evolution law and trend of digital money have been summarized, and the possible influence of digital currency on sovereign countries and global financial system has been analyzed. Technology has promoted the evolution and innovation of monetary form, digital money itself belongs to credit currency, it must be issued by the central bank, the sovereign digital currency issued by central bank in the future may be regarded as a supplementary legal tender. At the same time, the monetary authorities should strengthen the regulation and supervision of private digital money. Because it has no credibility and is highly speculative, it should be strictly controlled within a local scope. Illegal financing using private digital money should be resolutely banned.
