GFB银行贷后管理研究

【摘要】:根据相关的研究显示,我国现有银行普遍存在对贷后管理不够重视,管理流程不切实际、管理人员素质低、管理业务不全面等问题,导致贷后管理出现效果不佳,与预期发展目标不匹配等不足。基于此,我们选取了某全国性商业银行的某地二级分支机构作为研究样本(以下简称“GFB”),具体探究了商业银行贷后管理中存在的普遍性问题。贷后管理是信贷管理的核心工作,其主要作用体现在对于风险的预判、风险发生时的最优化解方案的选择和年度审查工作的指导性建议。尤其近年来,我们进入了“L”型经济发展区间,商业银行面临较高的经营风险,同时不良贷款率普遍破“1%”,实际的未暴露风险更是远不止这个数字。此时各家商业银行对于风险的把控,除了信贷前端信贷政策制定的准确性外,也越来越依赖于贷后管理这一风险控制手段。由于多年来,GFB所处地域的地方经济良好、风险暴露的客观条件较少,使得其贷后管理工作流于形式并存在诸多不合理之处。本文首先GFB银行贷后管理现状,研究发现GFB银行在贷后管理的内部控制体系和落实过程中,面临潜在风险,该行应展开细致检查,尽快整改,避免发生经济亏损。其次剖析GFB银行贷后管理存在的问题,主要包括:缺乏清晰的贷后管理工作理念;贷后管理体制有待完善;贷后管理缺乏形之有效的考核、奖罚机制;贷后管理基础工作缺失。在基础上,从以下几方面设计GFB银行贷后管理方案:培养全员贷后风险管理文化;完善贷后管理体制;完善贷后管理激励与约束机制;加强贷后管理基础工作。最后,探讨GFB银行贷后管理方案实施。探讨GFB银行贷后管理方案实施的流程、实施的保障措施、实施的效果评价。本人设计GFB银行贷后管理方案,能够切实帮助GFB银行提升贷后管理水平,为高层决策者的经营决策提供一定的参考。(注:本文中提到的“银行”,除单独说明,专指“商业银行”,不包括“中央银行、政策性银行和世界银行等”。)
[Abstract]:According to the related research, the existing banks in our country generally do not pay enough attention to the post-loan management, the management process is impractical, the quality of the management personnel is low, the management business is not comprehensive and so on, which leads to the poor effect of the post-loan management. Deficiencies such as mismatch with expected development goals. We select the secondary branch of a national commercial bank as the research sample (hereinafter referred to as "GFB"), and specifically explore the common problems in the post-loan management of commercial banks. Post-loan management is the core work of credit management. Its main function is to predict the risk, the choice of the optimal solution when the risk occurs and the guiding suggestion of the annual review. Especially in recent years, we have entered the "L" economic development zone. Commercial banks are faced with higher operating risks, and the non-performing loan ratio is generally below "1%", and the actual unexposed risk is much more than this number. At this time, the control of risks by commercial banks, in addition to the accuracy of the credit front-end credit policy formulation, It is also increasingly dependent on post-loan management as a means of risk control. As the local economy of GFB has been good for many years, there are fewer objective conditions for exposure to risk. In this paper, first of all, the present situation of GFB bank post-loan management, the study found that the GFB bank in the internal control system and implementation of post-loan management process, faced with potential risks. The bank should carry out careful inspection, rectify as soon as possible, avoid economic losses. Secondly, analyze the problems existing in the post-loan management of GFB bank, mainly include: lack of clear concept of post-loan management, post-loan management system to be improved; On the basis of the lack of effective examination, reward and punishment mechanism, basic work of post-loan management, the GFB bank post-loan management scheme is designed from the following aspects: cultivating the post-loan risk management culture, perfecting the post-loan management system, and improving the post-loan management system. Improve the incentive and restraint mechanism of post-loan management, strengthen the basic work of post-loan management. Finally, discuss the implementation of post-loan management scheme of GFB bank, discuss the process of implementation of post-loan management scheme of GFB bank, and implement the safeguard measures. The effect evaluation of the implementation. I design the GFB bank post-loan management plan, can help the GFB bank to improve the level of post-loan management, and provide a certain reference for the senior decision makers.
