吉林省土地经营权抵押贷款问题研究

【摘要】:吉林省全面推进农村金融改革创新及综合改革试验,对推进吉林省农业现代化发展,促进吉林省农业转型升级及农地金融的快速发展发挥了重要作用。吉林省通过农地金融的深入探索,以金融破局“三农”的薄弱环节,不断进行模式优化与创新,不断探索可操作、可复制、可推广的农村金融综合改革新路径。吉林省将土地经营权抵押贷款作为破题农村金融的重要突破口,破解省内农村融资难题,根据全省各地的农业生产及土地确权的实际情况,不断扩大试点范围,力争实现省内县域全覆盖,发挥最大效能,破解土地经营权历史上无法进行抵押的制度障碍,为农民的资金需求提供有效的解决方式,激活农村金融的内生动力。本文重点研究吉林省土地经营权抵押贷款问题,以吉林省内农村土地经营权抵押贷款的需求现状和供给状况为侧重点,对发现的问题与实际困难进行探究。首先,对有资金需求,贷款意愿的农民及新型农业经营主体的实际情况进行调研,通过抽样数据及调研分析现阶段吉林省农村的真实用贷需求;其次从金融机构角度出发,通过对开展此项贷款的银行、农业信贷担保公司、农业保险公司等不同金融主体进行深入分析,多方面、多角度的探究吉林省土地经营权抵押贷款的供给现状及制约其发展的主要原因。最后,通过对吉林省开展土地经营权抵押贷款在实际推行中遇到的问题和矛盾进行深入探究,总结归纳各章节的研究内容,得出研究结论,并有针对性的提出对策建议。本文共分为五个章节。第一章绪论部分,介绍了吉林省土地经营权抵押贷款的研究背景并阐述了其研究意义,对国内外的研究状况进行了文献综述,确定了本文的研究目标及内容,对相关概念进行了界定;第二章对吉林省土地经营权抵押贷款的发展现状等相关问题进行梳理。第三章根据实际的调查问卷对吉林省土地经营权抵押贷款需求现状及影响因素进行描述性统计分析;第四章着重分析吉林省土地经营权抵押贷款的供给状况及制约因素。第五章根据调研的真实数据及研究的分析结果,结合理论政策的研究,得出结论,并据此提出合理化的针对性建议。
[Abstract]:Jilin Province comprehensively promotes the rural financial reform innovation and comprehensive reform experiment, which plays an important role in promoting the agricultural modernization development, promoting the agricultural transformation and upgrading and the rapid development of agricultural land finance in Jilin Province.Through the deep exploration of agricultural land finance, Jilin Province has carried on the mode optimization and innovation with the weak link of finance breaking through the "three rural areas", and has been exploring the new path of comprehensive rural financial reform which can be operated, duplicated and popularized.Jilin Province regards the mortgage loan of land management right as an important breakthrough to solve the problem of rural finance, to solve the problem of rural financing in the province, and according to the actual situation of agricultural production and land ownership in various parts of the province, to continuously expand the scope of the pilot project.Strive to achieve full coverage of counties in the province, give full play to the maximum efficiency, solve the historical land management rights can not be mortgaged system obstacles, for farmers to provide an effective solution to the financial needs, activate the endogenous power of rural finance.This paper focuses on the issue of mortgage loan of land management right in Jilin Province, focusing on the demand and supply of the mortgage loan of land management right in Jilin Province, and probes into the problems and practical difficulties found.First of all, through the investigation of the actual situation of farmers and new agricultural management subjects with capital demand and loan willingness, through sampling data and investigation and analysis of the real demand for loans in rural areas of Jilin Province at this stage; secondly, from the perspective of financial institutions,Through the in-depth analysis of the banks, agricultural credit guarantee companies, agricultural insurance companies, and other financial entities that carry out this loan, there are many aspects.This paper probes into the supply situation of land management right mortgage loan in Jilin Province and the main reasons restricting its development.Finally, through the development of land management rights mortgage loan in Jilin Province in the actual implementation of the problems and contradictions are deeply explored, summarized and summarized the research content of each chapter, draw a conclusion, and put forward targeted countermeasures and suggestions.This paper is divided into five chapters.The first chapter introduces the background and significance of the research on the mortgage loan of land management right in Jilin Province, summarizes the domestic and foreign research situation, and determines the research goal and content of this paper.The second chapter analyzes the current situation of land management mortgage loan in Jilin province.The third chapter makes descriptive statistical analysis on the demand of land management mortgage loan and its influencing factors according to the actual questionnaire, and the fourth chapter focuses on the supply and restriction factors of land management right mortgage loan in Jilin province.The fifth chapter draws a conclusion based on the real data and the analysis results of the research, combined with the theoretical policy research, and puts forward some reasonable suggestions accordingly.
