双辽吉银村镇银行发展战略研究

【摘要】：我国自上世纪改革开放以来,成乡收入差距逐年拉大,经济发展呈现二元经济特征。“三农”问题突出,如果不能有效解决,我国将很难跨越中等收入陷阱,经济发展也会受到严重影响。因此解决好农村、农民、农业问题就需要把农村金融业搞活,一个农村地区的金融发展成熟度与金融创新能力,决定了这一地区的“三农”经济发展程度,资本与农业产业结合的越紧密,农业发展程度就越高,农民的收入也越高。金融业在现代经济发展中扮演着非常重要的角色,金融可以让资本像血液一样自由流动,它在各行业发展中处于核心地位。吉林省是我国的农业大省,农村金融改革也首当其冲,作为第一批设立村镇银行的试点省份,为吉林省农村经济的发展注入了活力,取得了良好的社会反响,为其它省份做出了示范效应。然而在当今经济发展日新月异的今天,村镇银行作为小型金融机构虽然得到国家和地方政策的扶持,但在金融市场竞争异常激烈的今天,还面临着诸多发展中亟待解决的问题,如资金来源过窄、市场定位不清、人才储备不足、金融科技水平落后等问题。双辽吉银村镇银行在面临这些威胁和问题时,就要要求企业灵活面对,依据本地市场的特定环境,制定好相应的战略发展规划和实施方案。本文通过研究双辽吉银村镇银行的发展战略,试图探索出适合村镇银行可持续发展的思路,为其它村镇银行的战略发展抛砖引玉,提供一些可供借鉴的经验。本文共分成四部分。第一章绪论,阐述了文章研究村镇银行发展战略的背景和意义,介绍了研究思路和方法,将国内关于村镇银行发展的研究现状和成果做了汇总;第二章描述了我国村镇银行的整体发展情况,对双辽吉银村镇银行的发展现状做了介绍,提出了在双辽吉银村镇银行的发展过程中面临的问题及成因分析;第三章是对双辽吉银村镇银行战略环境的整体分析,外部环境分析从法律政策、经济因素、社会环境和技术因素入手,用到了PEST分析法。内部环境分析法则是从资产运营、公司管理能力入手做了分析。并利用SWOT分析,详细分析了双辽吉银村镇银行在经营发展过程中所面临的优势、劣势、机会和威胁。第四章是双辽吉银村镇银行发展战略的制定和实施,综合前文分析的基础上确立了发展战略目标,并以第三章SWOT分析得出了四种战略选择,结合村镇银行的发展实际与本地农村金融市场的特点,确定了双辽吉银村镇银行的发展战略组合,制定了多项发展战略的保障措施。文章最后对双辽吉银村镇银行的发展战略选择和方案作了总结。
[Abstract]:Since the reform and opening to the outside world in the last century, the income gap in Chengxiang has widened year by year, and the economic development is characterized by dual economy. The problem of "agriculture, countryside and farmers" is outstanding. If we can't solve it effectively, it will be difficult for our country to cross the middle income trap and the economic development will be seriously affected. Therefore, to solve the rural, peasant and agricultural problems, we need to invigorate the rural financial sector. The maturity of financial development and the ability of financial innovation in a rural area determine the degree of economic development of the "three rural areas" in this region. The closer the combination of capital and agricultural industry, the higher the degree of agricultural development and the higher the income of farmers. Financial industry plays a very important role in the development of modern economy. Finance can make capital flow freely as blood, and it plays a core role in the development of various industries. Jilin Province is a big agricultural province in China, and the rural financial reform is also the first to bear the brunt. As the first pilot province to set up village and town banks, Jilin Province has injected vitality into the development of the rural economy of Jilin Province, and has achieved a good social response. A demonstration effect has been made for other provinces. However, with the rapid economic development today, village banks, as small financial institutions, are supported by national and local policies, but today, when the competition in the financial market is extremely fierce, they are still facing many problems that need to be solved in their development. If the source of funds is too narrow, the market position is unclear, the talent reserve is insufficient, the financial science and technology level lags behind and so on. In the face of these threats and problems, Shuangliao Jiyin Village Bank should require enterprises to face flexibly and formulate the corresponding strategic development plan and implementation plan according to the specific environment of the local market. By studying the development strategy of Shuangliao Jiyin Village Bank, this paper tries to find out some ideas suitable for the sustainable development of village bank, and to offer some experience for reference for the strategic development of other village and town banks. This paper is divided into four parts. The first chapter introduces the background and significance of the research on the development strategy of the village bank, introduces the research ideas and methods, and summarizes the current situation and achievements of the research on the development of the village bank in China. The second chapter describes the overall development of the village and town bank in China, introduces the current situation of the development of Shuangliaoji Silver Village Bank, and puts forward the problems and causes in the development process of Shuangliaoji Silver Village Bank. The third chapter is the overall analysis of the strategic environment of Shuangliao Jiyin Village Bank, the external environment analysis from the legal policy, economic factors, social environment and technical factors, the use of PEST analysis. The internal environment analysis principle is from the asset operation, the company manages the ability to start to do the analysis. Using SWOT analysis, this paper analyzes in detail the advantages, disadvantages, opportunities and threats faced by Shuangliao Jiyin Village Bank in the process of operation and development. The fourth chapter is the formulation and implementation of the development strategy of Shuangliao Jiyin Village Bank. On the basis of the above analysis, the author establishes the development strategy goal, and obtains four strategic choices by the third chapter SWOT analysis. Combined with the development practice of village bank and the characteristics of local rural financial market, this paper determines the development strategy combination of Shuangliao Jiyin Village Bank, and formulates several safeguard measures of development strategy. Finally, the article summarizes the development strategy and scheme of Shuangliao Ji Yin Town Bank.
