泰安市农村信用社发展研究

【摘要】:泰安市农村信用社自省联社新一轮改革以来,立足自身实际,顺应变革要求,努力推动变革的顺利完成。泰安市农村信用社的改革,尽管在理论上可能存在着种种缺陷,有许多需要完善的地方,但也必须承认,在这几年的改革中,泰安市农村信用社发生了巨大变化,一系列改革中遇到的难题正逐步得到解决,全市的农村信用社在变革中获得了重生,行业活力增强,业务范围得以拓展,经营手段日益多元化,社会信誉稳步提升,农村信用社的市场信心和社会形象达到了一个前所未有的历史新高。本文通过对泰安市农村信用社的发展历程、发展模式、发展现状以及改制为农商行以后在发展中所面临的诸多问题进行了分析和总结,同时借鉴国外农村合作金融和国内农村信用社改制比较成功地区的经验,针对泰安市农村信用社发展中面临的不足,提出了一系列促进泰安市农村信用社发展的对策与建议。通过研究得出以下具体结论:(1)泰安市农村信用社从成立到改制为农商行的发展过程中,其发展模式、产权制度和管理方式等的也处于不断地变化之中,但是无论农村信用社的体制如何变更,其服务于“三农”,作为农村金融主力军的目标和地位不会改变。(2)在对国内农村信用社改制的五种模式对比分析后发现,统一法人模式下的农商银行模式能够最大限度地消除原农村信用社时期遗留下来的种种问题,而且改革成本较低,改革难度相对较小,泰安市周边地区采用该模式的农村信用社较多,因此比较适合当前情况下泰安市农村信用社的发展实际和改革要求。(3)在研究中发现:产权关系不明、历史包袱沉重、管理制度存在缺陷、法人治理机构不完善、经营机制僵化和内控乏力、面临着信贷风险等问题是泰安市农村信用社发展过程中一直面临而尚未得到解决的主要问题,即使改制为农商银行以后,如果不解决这些问题,泰安市农村信用社的发展仍将受到诸多束缚。(4)泰安市农村信用社要想求得发展,只在体制上改革是远远不够的,在今后的发展中需要进行以下几个方面的改进:一是建立现代化的产权制度;二是加大政策扶持力度,摆脱历史包袱;三是建立和完善农村信用社的管理制度;四是完善法人治理结构;五是提高内控管理水平;六是建立完善的农村信用社风险管理体系;七是加大金融创新力度。
[Abstract]:Since the new round of reform of Taian Rural Credit Cooperatives, it has made great efforts to promote the successful completion of the reform based on its own reality and in conformity with the requirements of the reform. Although the reform of Taian Rural Credit Cooperatives may have various defects in theory and many needs to be improved, it must also be acknowledged that great changes have taken place in Taian Rural Credit Cooperatives in recent years. A series of problems encountered in the reform are gradually being solved, the whole city's rural credit cooperatives have been reborn in the transformation, the industry vitality has been enhanced, the scope of business has been expanded, the business means are increasingly diversified, and the social credibility has steadily improved. The market confidence and social image of rural credit cooperatives have reached an unprecedented historical high. This paper analyzes and summarizes the development course, development model, current situation and many problems faced by the rural credit cooperatives in Taian City after being reformed into agricultural and commercial banks. At the same time, based on the experience of foreign rural cooperative finance and the successful area of rural credit cooperative reform in China, this paper puts forward a series of countermeasures and suggestions to promote the development of rural credit cooperative in Tai'an in view of the shortcomings faced in the development of rural credit cooperative in Tai'an. Through the research, we can draw the following concrete conclusion: (1) the development mode, property right system and management mode of rural credit cooperatives in Taian City are also in constant change during the process of their development from the establishment to the reform of the agricultural and commercial banks. However, no matter how the system of rural credit cooperatives changes, it serves the "three rural areas, rural areas", as the main force of rural finance objectives and status will not change. The agricultural and commercial bank model under the unified legal person model can eliminate all kinds of problems left over from the period of the former rural credit cooperative to the maximum extent, and the reform cost is lower and the reform difficulty is relatively small. There are more rural credit cooperatives adopting this model in the surrounding areas of Taian City, so it is more suitable for the actual development and reform requirements of the rural credit cooperatives in Taian City under the current circumstances.) in the study, we found that the property right relationship is unclear, and the historical burden is heavy. The defects of management system, imperfect corporate governance, rigid management mechanism, weak internal control and credit risk are the main problems that have not been solved in the development of rural credit cooperatives in Tai'an. Even if we do not solve these problems, the development of rural credit cooperatives in Tai'an will still be bound by many constraints.) if we want to develop rural credit cooperatives in Tai'an, it is far from enough to reform the system only. In the future development, the following aspects should be improved: first, to establish a modern property right system; second, to increase policy support to get rid of the historical burden; third, to establish and improve the management system of rural credit cooperatives; The fourth is to perfect the corporate governance structure; the fifth is to improve the level of internal control management; sixthly, to establish a sound risk management system for rural credit cooperatives; and seventh, to increase the intensity of financial innovation.
