我国中西部地区的金融扶贫机制研究综述

【摘要】：论文通过文献研究,从金融扶贫的概念体系、作用机理及我国中西部地区金融扶贫的实践效果三个方面对国内外相关研究进行了梳理和分析。研究发现:一方面,现有研究主要侧重于金融如何发挥扶贫作用的机理研究,而对于在制度安排上如何实施金融扶贫的机制研究尚不成熟;另一方面,虽然非正规金融的扶贫作用已得到广泛认可,但尚未将其纳入金融扶贫的正规化体系。鉴于此,后续研究可从正规金融与非正规金融的关系入手,探讨其联动机制,并在此基础上从利益相关者的视角,对金融扶贫体系中的担保机制、激励机制、监督机制等方面展开深入研究。
[Abstract]:Based on the literature research, this paper combs and analyzes the related research at home and abroad from three aspects: the concept system of financial poverty alleviation, the mechanism of financial poverty alleviation and the practical effect of financial poverty alleviation in central and western regions of China. It is found that, on the one hand, the existing studies mainly focus on the mechanism of how finance plays a role in poverty alleviation, while the research on how to implement financial poverty alleviation mechanism in institutional arrangements is not mature; on the other hand, Although the role of informal finance in poverty alleviation has been widely recognized, it has not been incorporated into the formalization system of financial poverty alleviation. In view of this, the following research can start with the relationship between formal finance and informal finance, and discuss its linkage mechanism, and on this basis, from the perspective of stakeholders, the guarantee mechanism and incentive mechanism in the financial poverty alleviation system can be discussed. Supervision mechanism and other aspects of in-depth research.
