金融监管组织结构研究评述

【摘要】：每次金融危机后,优化金融监管架构都会成为反思金融危机的一个重要方面。本文着重从理论、决定因素以及对金融体系的影响三个方面回顾金融监管组织结构的相关文献。梳理发现,不同的监管结构都有各自的优势和劣势,当前理论上还没有找到一种最优的监管组织结构。实践中,各国根据自身的经济、金融、政治、文化等条件,选择了不同的金融监管组织结构。金融监管机构的集中度和中央银行涉足金融监管程度不仅对金融机构的效率、稳健性产生影响,还会影响危机期间金融体系的稳定性以及危机后的经济复苏,但结论不一。总之,无论是理论研究还是经验分析,关于金融监管组织结构都还没有一致而明确的结论,诸多问题还需要研究者们进一步反思和推进。
[Abstract]:After each financial crisis, optimizing the financial regulatory framework will become an important aspect of the reflection of the financial crisis. This paper reviews the relevant literature on the organizational structure of financial supervision from three aspects: theory, determinants and influence on the financial system. Combing found that different regulatory structures have their own strengths and weaknesses, the current theory has not found an optimal regulatory structure. In practice, countries choose different financial regulatory structures according to their own economic, financial, political, cultural and other conditions. The concentration of financial regulatory institutions and the degree of involvement of central banks in financial supervision not only affect the efficiency and stability of financial institutions, but also affect the stability of the financial system during the crisis and the economic recovery after the crisis, but there are different conclusions. In short, no matter the theoretical research or empirical analysis, there is no consistent and clear conclusion on the structure of financial supervision and organization, and many problems still need further reflection and promotion by researchers.
