区域协调发展视角下的金融资源配置不平衡研究

【摘要】：自20世纪70年代末实施改革开放、沿海地区率先发展的战略以来,我国经济社会快速发展的同时,以往的区域平衡状态被打破,沿海和内陆发展的差距不断拉大。为此,我国陆续实施了西部大开发、振兴东北老工业基地和中部崛起等区域发展战略,其中加大金融资源定向支持落后地区是推动区域协调发展的重要手段。为总结金融支持区域协调发展的规律,采用嵌套分解金融分布不平衡指数的方法,对我国区域金融资源配置不平衡的来源与演化进行了分析,对银行信贷、债券与证券融资、保险、FDI等金融资源渠道在金融资源配置不平衡的贡献进行了评估。据此提出了完善我国货币供给机制、提高政策性金融供给、发展区域产业投资基金等提高金融资源配置效率、促进区域协调发展的政策建议。
[Abstract]:Since the implementation of the strategy of reform and opening to the outside world and the first development of coastal areas at the end of 1970s, with the rapid development of China's economy and society, the former regional balance has been broken, and the gap between coastal and inland development has been widening. For this reason, our country has carried out the western development one after another, revitalized the northeast old industrial base and the rise of the central region and other regional development strategies, among which increasing the financial resources to support the backward areas is an important means to promote the coordinated development of the region. In order to sum up the law of regional coordinated development of financial support, this paper analyzes the origin and evolution of the imbalance in the allocation of regional financial resources in China by using the method of nested decomposition of disequilibrium index of financial distribution, and analyzes the financing of bank credit, bonds and securities. The contribution of financial resources such as insurance and FDI to the unbalanced allocation of financial resources is evaluated. Based on this, the paper puts forward some policy suggestions to improve the mechanism of money supply in China, to improve the supply of policy-oriented finance, to develop regional industrial investment funds, to improve the efficiency of financial resources allocation and to promote the coordinated development of regions.
