农民资金互助合作社实践中的问题及监管对策研究

【摘要】：农民资金互助合作社是由农民自发组建,对内部成员进行资金互助的合作金融组织。近年来农民资金互助合作社的实践取得了一些成效和经验,但也存在着较高的运营风险和监管空白。文章以案例实证等方式分析农民资金互助合作社存在着内部监管机制不全、监管主体不清、监管内容空白等问题,并与银监会所监管的农村资金互助社的监管模式进行对比,提出应当统一立法,规范农民资金互助合作社的运作性质,明确监管机构与监管责任,以分级管理的方式来完善对农民资金互助社的监管,促进农民资金互助合作社的健康发展。
[Abstract]:Farmers' mutual fund cooperative is a cooperative financial organization which is formed spontaneously by farmers and provides mutual financial aid to their internal members. In recent years, some achievements and experiences have been achieved in the practice of farmers' mutual fund cooperative, but there are also high operational risks and gaps in supervision. This paper analyzes the problems of the internal supervision mechanism, the main body of supervision, the blank of the supervision content and so on, and compares it with the supervision mode of the rural mutual fund cooperative supervised by the CBRC. It is suggested that legislation should be unified, the nature of the operation of farmers' mutual fund cooperatives should be standardized, the supervisory bodies and responsibilities should be clearly defined, and the supervision of farmers' mutual funds cooperatives should be improved by way of hierarchical management. To promote the healthy development of farmers' mutual fund cooperatives.
