科技金融效率多尺度视角下的区域差异分析

【摘要】：科技金融效率测量因时间和空间差异存在精度失偏和效度不足的内在问题。伴随科技投入而来的金融活动能实现科技活动的现实效率和潜在效率共同提升,但不同区域范围分析存在显著异质性因素,这需要具体方法有针对性的进行测量。本文运用DEA模型对我国2005-2014年30省(市、区)科技金融效率进行测度,并结合变异系数、基尼系数和泰尔指数等方法从经济带、行政区与省级层面等范围视角对科技金融效率区域差异进行综合评价。研究结果表明:十年间我国科技金融效率整体水平偏低,呈现出东-中-西梯形递减分布格局,区域内差异化严重且呈现出锯齿状波动变化态势。区域间差异程度总体趋于收敛状态;从科技金融效率区域差异分解结果来看,区域内差异对总差异贡献显著,区域间差异次之。这反映出现有行政区划格局及投资驱动下的科技金融活动效率区域内呈现出极化效果,经济一体化进程中推动经济发展内生性能力正在显著孕育当中,区域间差别明显。
[Abstract]:Due to time and space differences, there are some inherent problems in the measurement of sci-tech financial efficiency, such as inaccurate accuracy and insufficient validity. The financial activities accompanied by the investment of science and technology can achieve both the actual efficiency and the potential efficiency of scientific and technological activities, but there are significant heterogeneity factors in the analysis of different regional scope, which need specific methods to measure. This paper uses DEA model to measure the efficiency of science and technology finance in 30 provinces (cities and regions) of China from 2005 to 2014, and combines the methods of variation coefficient, Gini coefficient and Thiel index from the economic belt. The regional differences in the efficiency of science and technology finance are comprehensively evaluated from the perspective of administrative and provincial level. The results show that the overall level of science and technology finance efficiency in China is on the low side in the past ten years, showing a decreasing distribution pattern of east, middle and west trapezoids, and serious regional differentiation and serrated fluctuation. The degree of regional differences tends to converge; from the results of decomposition of regional differences in the efficiency of science and technology finance, intraregional differences contribute significantly to the total differences, followed by inter-regional differences. This reflects that the efficiency of sci-tech financial activities under the pattern of administrative division and investment is polarized, and the endogenous ability to promote economic development in the process of economic integration is obviously gestated, and the differences between regions are obvious.
