“十三五”时期云南省金融改革的路径选择

【摘要】:金融改革,是针对现有或传统的金融体系、运作方式、管理办法及业务活动等方面存在的问题而展开的创新性行动。金融服务实体经济效率的提升,是推动经济发展的重要动力。本文研究发生于中国新一轮金融改革的大背景下,具有重要的时代意义。本文基于路径选择视角,将“十三五”时期云南省金融改革的所有研究成分进行范围框定。为“十三五”时期云南省金融改革提供可供选择的合适路径是本文研究的唯一目的。本文通过理论分析与实证分析相结合和定量分析与定性分析相结合的方法来展开研究工作,并试图解决一些问题:第一,什么原因导致了云南省经济金融发展的现状;第二,为什么“十三五”时期云南省金融改革如此重要;第三,何种金融改革路径是云南省“十三五”时期金融改革的合适之选。第三个问题是本文的核心问题。本文除了选题上的创新外,在实证指标选取和研究结果对其他地区的借鉴性上有些许创新。在全球金融危机后,云南省经济金融发展规模日益壮大的同时,因金融供给侧的结构性失衡和各市州间金融资源分配失衡,导致经济金融增长速度出现持续下降趋势,其中,进出口贸易甚至出现负增长的情况。在“十三五”时期,云南省需要完成解决本省贫困问题和建立一个功能完善的现代金融体系的任务,2017年“两会”期间,中央政府将防范金融系统性风险做为“十三五”时期中国金融改革的最主要的任务之一,这些目标的完成离不开云南省金融改革的推动作用。云南省战略位置、民族关系的特殊性及多重国家战略的叠加,是“十三五”时期云南省金融改革不同于我国其他地区金融改革的重要原因。根据已有研究发现,金融发展和金融中介效率是推动经济发展的两个重要因素。介于此,本文以这两个因素为前提,结合云南省实际情况,加入非银行业金融市场发展和沿边金融市场发展两个因素,构建合适指标体系,运用1997—2016年年代数据进行实证分析。实证结果表明,无论长期还是短期,金融发展都会推着经济增长,在短期,沿边金融的发展也能有效推动经济发展,在长期,金融中介效率的提高和非银行业金融市场的发展,是推动云南省实体经济发展的重要原因。综合上述研究结果和“十三五”时期云南省金融改革目标,认为“十三五”时期云南省金融改革可基于宏观视角,提供针对非银行业金融市场、金融供给侧结构及现代金融制度体系的三种改革路径;也可基于微观视角,选取金融创新、农村金融要素市场及民营金融的三种改革路径。
[Abstract]:Financial reform is an innovative action aimed at the existing or traditional financial system, operation, management and business activities. The improvement of economic efficiency of financial service entities is an important driving force to promote economic development. This paper takes place under the background of the new round of financial reform in China, which has important significance in the times. Based on the perspective of path selection, this paper defines the scope of all the research elements of Yunnan financial reform during the 13th Five-Year Plan period. The only purpose of this paper is to provide the appropriate path for the financial reform of Yunnan Province during the 13th Five-Year Plan period. This paper attempts to solve some problems by combining theoretical analysis with empirical analysis and quantitative analysis with qualitative analysis. First, what causes the economic and financial development of Yunnan Province; secondly, Why the financial reform of Yunnan Province is so important in the 13th Five-Year Plan period; third, which path of financial reform is the appropriate choice for the financial reform of Yunnan Province during the 13th Five-Year Plan period. The third question is the core of this paper. In addition to the innovation in this paper, there are some innovations in the selection of empirical indicators and research results for other regions. After the global financial crisis, the scale of economic and financial development in Yunnan Province is growing day by day. At the same time, due to the structural imbalance on the financial supply side and the imbalance in the distribution of financial resources among the cities and states, the economic and financial growth rate continues to decline, among which, Import and export trade even showed negative growth. During the 13th Five-Year Plan period, Yunnan needs to complete the task of solving the poverty problem and establishing a well-functioning modern financial system. During the "two sessions" in 2017, The central government regards the prevention of financial systemic risks as one of the most important tasks of China's financial reform in the 13th Five-Year Plan period, and the completion of these objectives cannot be separated from the role of promoting financial reform in Yunnan Province. The strategic position of Yunnan Province, the particularity of ethnic relations and the superposition of multiple national strategies are the important reasons why Yunnan's financial reform is different from that of other regions in China during the 13th Five-Year Plan period. According to existing research, financial development and financial intermediation efficiency are two important factors to promote economic development. In view of this, this article takes these two factors as the premise, unifies the actual situation of Yunnan Province, joins the non-banking financial market development and the border financial market development two factors, constructs the suitable index system, Using the data from 1997 to 2016 to carry out empirical analysis. The empirical results show that financial development will push economic growth in both the long and short term. In the short term, the financial development along the border can also effectively promote economic development. In the long run, the efficiency of financial intermediation and the development of non-banking financial markets will be improved. Yunnan Province is an important reason for the development of the real economy. Based on the above research results and the financial reform objectives of Yunnan Province during the 13th Five-Year Plan period, it is considered that the financial reform in Yunnan Province during the 13th Five-Year Plan period can be targeted at non-banking financial markets from a macro perspective. There are three ways to reform financial supply-side structure and modern financial system, and three ways of financial innovation, rural financial factor market and private finance can also be selected based on micro perspective.
