降低东北实体经济企业融资成本难点及对策

【摘要】：2015年以来,东北三省银行信贷融资、票据贴现融资成本有下降趋势,直接融资发展迅速、融资成本有下调空间,但企业融资费用整体上增长较快,企业"融资难、融资贵"问题仍然突出。造成东北企业融资成本高的主要原因是结构性问题,深层次原因是融资体制乃至企业产权结构、整体治理结构不合理。东北三省降低融资成本一定要按照市场化的方式,综合运用杠杆转移、债务重组、直接融资、发展混合所有制经济等多种手段。具体措施包括:深化国有企业混合所有制改革,提高金融资源配置效率;大力发展地方法人机构;设立政府性担保基金,降低融资中间环节成本;推动金融服务创新,降低实体经济融资成本;创新发展金融工具,拓展中小企业融资渠道;加快社会信用体系建设,优化金融生态环境。
[Abstract]:Since 2015, the bank credit financing of the three Northeast provinces, the bill discount financing cost has the downward trend, the direct financing develops rapidly, the financing cost has the space to reduce, but the enterprise financing expense is increasing fast as a whole, the enterprise "financing is difficult," The problem of expensive financing is still prominent. The main reason for the high financing cost of northeast enterprises is the structural problem, the deep reason is the financing system and even the enterprise property right structure, the overall governance structure is unreasonable. In order to reduce the financing cost of the three provinces in Northeast China, we must adopt various means such as leverage transfer, debt restructuring, direct financing and the development of mixed ownership economy. Specific measures include: deepening the reform of mixed ownership of state-owned enterprises, improving the efficiency of financial resources allocation; vigorously developing local legal bodies; setting up government guarantee funds to reduce the cost of financing intermediate links; Promote the innovation of financial services, reduce the cost of real economy financing, innovate and develop financial tools, expand the financing channels of small and medium-sized enterprises, speed up the construction of social credit system and optimize the financial ecological environment.
