控制与抵制:民国时期国家行局与川省合作金库关系研究

【摘要】：民国时期,农本局、中国农民银行、中国银行等国家行局与川省合作金库都是执行国民政府农贷政策的金融机构。在国家行局与川省合作金库这种"国家"与"地方"的关系中,处于同一农贷链上的双方既存在共同利益,也相互博弈。一方面,国家行局不仅是合作金库的控股者和农贷资金的主要供给者,还控制着合作金库的人事任免大权;另一方面,合作金库为了争取自主权,也试图摆脱国家行局的掌控。
[Abstract]:During the period of the Republic of China, the Agricultural Bureau, the Farmers Bank of China, the Bank of China and the Sichuan Province Cooperative Treasury were all financial institutions that carried out the agricultural loan policy of the National Government. In the relationship of "state" and "local" between the State Bank Bureau and the Sichuan Province Cooperative Treasury, the two sides in the same agricultural loan chain have both common interests and mutual game. On the one hand, the State Bank Bureau is not only the controlling party of the cooperative treasury and the main supplier of agricultural loan funds, but also controls the power of personnel appointment and removal of the cooperative treasury; on the other hand, the cooperative treasury also tries to get rid of the control of the national bank bureau in order to gain autonomy.
