全球金融治理下IMF份额改革及对亚投行的启示

【摘要】：随着世界经济格局的变化,国际货币基金组织(IMF)成员国要求其在IMF中的地位与其经济地位相称的呼声越来越高,为此IMF份额改革被提上议事日程。IMF份额具有三大支柱功能:贷款功能——普通提款权;储备功能——特别提款权;决策功能——投票权。这三大支柱功能相互联系,缺一不可。作为IMF治理机制改革的核心,新一轮份额改革赋予以中国为代表的新兴市场和发展中国家更多的话语权,旨在增强IMF的合法性和有效性。而IMF在致力于内部治理和份额改革的同时,也面临着金砖银行这一新型金融合作模式和亚投行等新型多边金融机构的外部挑战。亚投行的运行和发展旨在推动全球金融治理迈向更公平更有效的新阶段。而关于IMF份额功能解读和治理改革的探究可为重新诠释亚投行份额功能提供有益借鉴。
[Abstract]:With the change of the world economic pattern, the (IMF) members of the International Monetary Fund (IMF) are calling for their status in the IMF to be commensurate with their economic status. Therefore, the reform of IMF share has been put on the agenda. IMF share has three main functions: loan function-general drawing right; Reserve function-SDR; Decision-making function-voting right. The functions of these three pillars are interrelated and indispensable. As the core of the reform of IMF governance mechanism, the new round of share reform gives emerging markets and developing countries, represented by China, more rights to speak, with the aim of enhancing the legitimacy and effectiveness of IMF. While the IMF is committed to internal governance and share reform, it is also facing external challenges from the BRICS, a new model of financial cooperation, and new multilateral financial institutions such as the AIIB. The AIIB's operations and development are aimed at bringing global financial governance to a new stage that is fairer and more effective. The study of IMF share function and governance reform can provide useful reference for reinterpreting AIIB's share function.
