论完善我国金融监管框架问题

【摘要】：构建完善的金融监管框架是"十三五"时期我国金融改革的重要任务。如何优化配置银行监管权是关键问题之一,核心在于如何科学、合理地构建银行监管机构和中央银行的职权边界。本文系统地梳理了中央银行行使银行监管权的争议,对世界主要国家银行监管权配置模式进行了研究分类;结合相关法律详细分析了我国银行监管权配置中存在的监管权错位、监管权重叠和监管权协调不足等问题;在此基础上,从强化宏观审慎监管的角度,提出完善金融监管框架的具体措施。
[Abstract]:Constructing a perfect financial regulatory framework is an important task of China's financial reform during the 13th five-year Plan period. How to optimize the allocation of bank supervision power is one of the key issues, the core is how to scientifically and reasonably construct the authority boundary between the bank regulator and the central bank. This paper systematically combs the dispute of the central bank exercising the supervision power of the bank, and studies and classifies the allocation mode of the supervision power of the bank in the major countries of the world. Combined with the relevant laws, this paper analyzes in detail the misplacement of supervision power, the overlap of supervision power and the insufficient coordination of supervision power in China's banking supervision power allocation. On this basis, from the perspective of strengthening macro-prudential supervision, put forward specific measures to improve the financial regulatory framework.
